Job Description

Lead technical execution for a DoD collaborative networking product in a SAFe/ART environment, aligning engineering delivery with the NCCT Product Manager role.

Responsibilities

  • Partner with the Release Train Engineer to report to customer stakeholders on agile development progress and status across bi-weekly sprint activities and quarterly program increment (PI) execution.
  • Collaborate with Product Owners to refine Epics so they are clear and actionable for the delivery team.
  • Provide technical guidance and direction for critical system components and integrations to development and integration teams.
  • Inform Risk and Opportunity assessment for the program based on technical execution and integration status.
  • Communicate the technical vision needed to achieve program level objectives and prioritize the backlog accordingly.
  • Review agile tool-generated metrics with the RTE to support backlog prioritization and to help predict potential schedule slippage.
  • Use Scaled Agile Process tools to maintain transparency across delivery activities, including Confluence, Jira, PI Planning, Sprint Reviews, and customer review touchpoints.
  • Maintain customer satisfaction and trust by delivering quarterly software packages on time and within budget.
  • May support customer objectives with travel up to 10%.

Requirements

  • Active U.S. DoD Secret security clearance with ability to obtain a Top-Secret clearance.
  • Bachelor’s degree and minimum 9 years of related experience.
  • Alternate qualification: Graduate degree with at least 7 years of related experience.
  • In lieu of a degree: minimum 13 years of related experience.

Preferred Additional Skills

  • Active DoD Top Secret clearance with SCI eligibility.
  • Strong written and oral communication skills.
  • Ability to communicate effectively across organizational levels, including Director and above.
  • Proven experience leading and managing engineering teams in a fast-paced environment.
  • SAFe Product Owner / Product Manager certification or equivalent.
  • Experience supporting the NCCT program as a Product Owner.
  • Knowledge of the software development lifecycle in a cloud environment and CI/CD.
  • Experience as a Product Owner supporting multiple team compositions (e.g., Development, Systems, Platform teams).
  • Advanced SAFe certification such as Agile Product Manager or SAFe Practice Consultant or equivalent.
