Job Description

Principal Civil Engineer, Facilities role at General Dynamics - Bath Iron Works in Bath, ME (onsite), supporting civil engineering work for surface combatants and Facilities projects.

Responsibilities

Provide civil engineering design and analysis support for Facilities Department projects.
Conduct technical review of outside vendor designs supporting BIW Capital Projects.
Compile, prepare, and submit municipal permitting application packages.
Act as the primary liaison with regulatory reviewers, municipal boards, and public stakeholders.
Review third-party designs to confirm resilient operational performance and compliance with applicable codes and zoning ordinances.
Attend municipal planning meetings, public hearings, and community updates to share project data and address regulatory concerns.
Organize internal Dig Safe Process approval meetings.
Anticipate regulatory hurdles and provide guidance to avoid schedule impacts and delays.
Provide engineering support for production and contractor work site issues; develop and collaborate on solutions during construction.
Provide technical guidance to Front Line Supervisors, Trade Planners, Project Managers, Facilities Mechanics, and Contractors.
Collaborate across functional areas to evaluate existing processes and identify process improvement opportunities (for cost reductions, operational efficiencies, and adequate controls).
Maintain a task list with updated status for assigned activities.
Ensure all work is performed in compliance with local, state, and federal regulatory guidelines.
Follow and reinforce safety policies and procedures, with emphasis on housekeeping and personal safety.
Participate in initiatives that enhance workplace safety and support continuous improvement culture.
Verify that Jobs assigned to mechanics are vetted with an appropriate level Job Hazard Analysis (JHA) that highlights identified hazards.
Follow and enforce BIW PPE requirements.
Prioritize work to keep the Plan of the Week (POW) aligned with critical path activities.
Work with assigned Trade Planners to develop the POW and support internal scheduling to resource capacity.
Manage overall execution of the Plan of the Week.
Participate in efforts to improve Program Controls departmental efficiency and optimization.
Ensure accountability for task and goal completion.
Support Facilities Department metrics and established goals.
Research training programs to ensure trade mechanics are trained for assigned tasks; participate in trainings as appropriate.
Ensure procedures and process controls are well-documented for clear communication to executing personnel.
Work cross-departmentally with multiple functions/organizations to achieve Production and departmental objectives.
Collaborate with Project and Functional Managers to mitigate project or job execution delays.
Partner with Facilities Management and Planning to identify efficiency, cost savings, and reliability opportunities to minimize equipment downtime and mitigate Production interruptions.
Participate in Business Operating System (BOS) principles and Operational Performance Improvement Plan (OPIP).
Focus on quality of trade and contractor workmanship to meet quality standards.
Apply the Plan-Do-Check-Act model to sustain improvements.

Requirements

Bachelor's Degree in Civil Engineering.
Minimum 5 years relevant work experience.
Ability to read and understand schematics, drawings, and technical manuals.
Familiarity with municipal regulations and permitting processes.
Ability to work in a fast-paced environment under pressure of changing and often conflicting priorities.
Basic proficiency with personal computers; competent in Microsoft Office products.
Ability to execute and progress multiple simultaneous projects.
Self-motivation and strong ability to contribute in a team environment.
Demonstrated experience working with all levels of a company.
Strong written and oral communication skills.

Preferred

Professional Engineer license (State of Maine).
Minimum 10 years relevant work experience.
Shipyard or Facilities experience.
Permitting/Regulatory experience.

Job Description

Senior/Principal AEGIS Class Engineer responsible for technical liaison with the Navy and leading engineering assessments for DDG-51 class ships.

Responsibilities

Lead safety for the team and ensure every member leaves in the same condition they arrived.
Ensure all safety trainings are completed on time.
Provide analytical, technical, and engineering support to facilitate resolution of technical issues.
Participate in Technical Issues meetings as the lead technical point of contact for LYS; prepare agenda, investigate issues, facilitate discussions with shipyard subject matter experts, and propose recommended solutions to the Navy.
Act as a direct interface to Navy stakeholders (NAVSEA, SUPSHIP, warfare centers) for engineering inquiries, issue resolution, and technical briefings.
Lead technical assessments, root-cause analysis, and corrective-action planning for emergent issues discovered during engineering, design, construction, and fleet operations.
Develop, review, and approve engineering products such as technical disposition packages, engineering change proposals, and Liaison Inquiry responses.
Represent BIW engineering at internal and external technical interchange meetings; prepare and present clear, decision-ready material.
Mentor engineers and promote disciplined systems engineering, technical rigor, and effective stakeholder communication.
Support quarterly travel for program reviews and technical meetings, including trials support for all new construction DDG 51 ships.
Serve as the primary LYS technical liaison with the Navy technical community (PMS400D4, PMS400D5, Supervisor of Shipbuilding, etc.) to enable efficient discussions and resolutions.
Coordinate cross-functional engineering teams (hull, mechanical, electrical, combat systems) to resolve ship-level problems.
Collaborate effectively within the team and with other groups, both internal and external.
Facilitate communication between Engineers and Designers to ensure successful engineering and design processes.
Interface with and support Design, Engineering, Program Office, Systems Integration and Concept Design Development, Change Management, Estimating, Contracts, Materials, Planning, Manufacturing, Navy and other customer organizations as required.
Support proper and up-to-date process documentation for Lead Yard Support processes.
Apply Lean Six Sigma principles to remove waste and variation from processes.
Support creation of improvement plans and lead projects to enhance efficiency, reduce cost, and shorten cycle times.

Requirements

Position level requires 5+ years for Sr. Engineer or 12+ years for Principal Engineer.
Experience with DDG-51 class ships, Aegis combat system interfaces, or Navy surface combatant modernization.
Proven ability to interface effectively with government customers and resolve issues via structured technical communication.
Experience with ship design tools and data (drawings, 3D models, electrical loading, weight reports, interface control documents).
Systems engineering background with requirements traceability and interface management.
Prior experience supporting trials, testing, and shipboard troubleshooting.
Experience with Engineering Change Process within Lead Yard Support organization.
Ability to manage multiple priorities and meet schedule demands.
Strong written and verbal communication skills, including presenting technical information to mixed audiences.
Self-motivated with the ability to contribute in a collaborative team environment.
Excellent oral and written communication abilities and a positive team orientation.
Demonstrated ability to work independently with high attention to detail.
Some travel is required.
Proficiency with Microsoft Windows, Microsoft Office suite.
CAD skills are preferred.
Education: Bachelor of Science in Mechanical Engineering, Electrical Engineering, Naval Architecture, or equivalent degree.
