Job Description

Principal Civil Engineer, Facilities role at General Dynamics - Bath Iron Works in Bath, ME (onsite), supporting civil engineering work for surface combatants and Facilities projects.

Responsibilities

  • Provide civil engineering design and analysis support for Facilities Department projects.
  • Conduct technical review of outside vendor designs supporting BIW Capital Projects.
  • Compile, prepare, and submit municipal permitting application packages.
  • Act as the primary liaison with regulatory reviewers, municipal boards, and public stakeholders.
  • Review third-party designs to confirm resilient operational performance and compliance with applicable codes and zoning ordinances.
  • Attend municipal planning meetings, public hearings, and community updates to share project data and address regulatory concerns.
  • Organize internal Dig Safe Process approval meetings.
  • Anticipate regulatory hurdles and provide guidance to avoid schedule impacts and delays.
  • Provide engineering support for production and contractor work site issues; develop and collaborate on solutions during construction.
  • Provide technical guidance to Front Line Supervisors, Trade Planners, Project Managers, Facilities Mechanics, and Contractors.
  • Collaborate across functional areas to evaluate existing processes and identify process improvement opportunities (for cost reductions, operational efficiencies, and adequate controls).
  • Maintain a task list with updated status for assigned activities.
  • Ensure all work is performed in compliance with local, state, and federal regulatory guidelines.
  • Follow and reinforce safety policies and procedures, with emphasis on housekeeping and personal safety.
  • Participate in initiatives that enhance workplace safety and support continuous improvement culture.
  • Verify that Jobs assigned to mechanics are vetted with an appropriate level Job Hazard Analysis (JHA) that highlights identified hazards.
  • Follow and enforce BIW PPE requirements.
  • Prioritize work to keep the Plan of the Week (POW) aligned with critical path activities.
  • Work with assigned Trade Planners to develop the POW and support internal scheduling to resource capacity.
  • Manage overall execution of the Plan of the Week.
  • Participate in efforts to improve Program Controls departmental efficiency and optimization.
  • Ensure accountability for task and goal completion.
  • Support Facilities Department metrics and established goals.
  • Research training programs to ensure trade mechanics are trained for assigned tasks; participate in trainings as appropriate.
  • Ensure procedures and process controls are well-documented for clear communication to executing personnel.
  • Work cross-departmentally with multiple functions/organizations to achieve Production and departmental objectives.
  • Collaborate with Project and Functional Managers to mitigate project or job execution delays.
  • Partner with Facilities Management and Planning to identify efficiency, cost savings, and reliability opportunities to minimize equipment downtime and mitigate Production interruptions.
  • Participate in Business Operating System (BOS) principles and Operational Performance Improvement Plan (OPIP).
  • Focus on quality of trade and contractor workmanship to meet quality standards.
  • Apply the Plan-Do-Check-Act model to sustain improvements.

Requirements

  • Bachelor's Degree in Civil Engineering.
  • Minimum 5 years relevant work experience.
  • Ability to read and understand schematics, drawings, and technical manuals.
  • Familiarity with municipal regulations and permitting processes.
  • Ability to work in a fast-paced environment under pressure of changing and often conflicting priorities.
  • Basic proficiency with personal computers; competent in Microsoft Office products.
  • Ability to execute and progress multiple simultaneous projects.
  • Self-motivation and strong ability to contribute in a team environment.
  • Demonstrated experience working with all levels of a company.
  • Strong written and oral communication skills.

Preferred

  • Professional Engineer license (State of Maine).
  • Minimum 10 years relevant work experience.
  • Shipyard or Facilities experience.
  • Permitting/Regulatory experience.

Additional Information

  • In person work location.
  • Pay range: USD 108,500 - 137,500 per yearly.
  • While performing job duties, employee must be able to climb/descend ladders, stairs, work at heights, and work around moving machinery.
