The Town Engineer oversees the Town of Old Orchard Beach's engineering operations, directing plan reviews, site inspections, and coordination with municipal departments and regulatory authorities to support infrastructure initiatives.
Responsibilities
- Support the Public Works Director in planning municipal infrastructure projects and long-term capital needs, including facilities maintenance and replacement.
- Aid in developing or supervising plans and specifications for a broad range of municipal projects and activities.
- Provide engineering technical staff support to municipal departments, boards, commissions, and committees.
- Contribute to the preparation of bids and requests for proposals, including drawings, specifications, and cost estimates for projects such as streets, curbs, drainage, facilities construction or renovation, maintenance, and pavement management.
- Collaborate with the Public Works Director on project development and completion, covering contract administration, preliminary design approval, plan and specification review, and on-site construction inspections.
- Assist in monitoring, coordinating, and reporting on the work of consultants and contractors for Town infrastructure and facility projects.
- Assist with consultant and contractor pay estimate approvals.
- Ensure compliance with Town ordinances, contract documents and specifications, and that expenditures stay within budget.
- Support oversight, maintenance, and improvements of the GIS base map and related maps for Public Works.
- Assist departments with preparing and implementing federal, state, and local grants and loans related to engineering data and criteria.
- Aid in capital planning for infrastructure and facilities in the Town.
- Respond to inquiries from the Town Manager, staff, citizens, developers, regulatory agencies, departments, and others regarding the Townβs infrastructure and Public Works projects.
- Ensure implementation, accurate record keeping, and compliance with federal, state, and local legislation related to the Town's engineering activities.
- Represent the Town before various boards and commissions alongside the Public Works Director, as appropriate.
- Maintain ongoing professional development through training and participation in professional associations.
- Perform other related duties as required.
Requirements
- A four-year college degree in civil engineering or related field plus at least five years of related experience, or an equivalent combination. Registration as a Professional Engineer in the State of Maine is required.
- Strong knowledge and ability to apply modern civil engineering and construction practices, particularly for municipal infrastructure including pavement systems, stormwater management, storm sewer collection and treatment, and buildings and facilities.
- Proficiency with computer hardware and software, including the Microsoft Office suite, computer-aided design (AutoCAD or equivalent), and geographic information systems (GIS).
- Knowledge of modern surveying practices, techniques, and equipment.
- Knowledge of laws and regulations governing infrastructure design and construction, and familiarity with building and life safety codes.
- Knowledge of basic safety principles and practices including OSHA regulations pertaining to construction.
- Analytical and reasoning abilities.
- Project planning and project management skills to organize priorities and work.
- Strong oral and written communication skills, including the preparation of complex documents, reports, and presentations.
- Presentation skills demonstrating the ability to convey complex concepts persuasively in a professional manner.
- Procurement, service, construction, and maintenance contracts experience is a plus.
- Excellent customer service skills and the ability to establish and maintain effective working relationships with residents, vendors, internal departments, and relevant agencies and community organizations.
- Ability to establish and maintain effective work relationships with supervisors, co-workers, municipal officials, and the public.
- Ability to maintain confidentiality and handle sensitive issues with discretion and sound judgment.
- Ability to act with independence and sound judgment.
- Valid State of Maine driver's license in good standing.

Working Conditions and Physical Demands
Working conditions range from a general office environment with limited physical demands to frequent field visits and supervision in varied environments, including inclement weather and potentially hazardous conditions.
