Borough Engineer

The Borough of Jefferson Hills is seeking a seasoned Borough Engineer to lead municipal engineering initiatives, review development plans, and oversee infrastructure projects from concept through completion. This onsite role requires a licensed civil engineer with municipal experience to provide technical guidance, coordinate with council and departments, and ensure projects meet budget and regulatory requirements during standard borough administration hours in Jefferson Hills, PA.

Responsibilities

• Plan, direct, complete and supervise borough engineering projects in construction, subdivision land development and public infrastructure projects, covering both residential and commercial development including maintenance bonds.
• Oversee engineering exhibit preparation, specification development, and cost estimating for proposed projects.
• Direct the preparation of project specifications and bid documents and review and recommend bids with the Engineering Committee and JH Council.
• Prepare requests for proposals for professional services as required.
• Coordinate with and oversee outside contractors and consultants in construction, renovation, demolition or replacement, land development and public works such as roads, bridges, storm sewers, park improvements, landslide remediation, sanitary sewers, drainage, and right of way easements; manage pay applications and project close-out documents.
• Plan, direct, oversee and supervise traffic improvement efforts after studies, and collaborate with the Police Chief to recommend projects at the conclusion of studies.
• Provide technical engineering review and approval for soil and erosion control plans on projects not requiring an NPDES permit, as well as rights-of-way, environmental controls, property demarcation and use, public infrastructure, grading and excavation, and sewer related issues.
• Create, maintain and disseminate records, construction drawings, plats, and construction documentation in designated areas.
• Oversee inspections of work projects, including physically accessing maintenance holes.
• Direct assigned projects to ensure goals are met.
• Review and correct errors and inconsistencies in plans and technical documents.
• Examine regional engineering issues and trends; research regulations and general information to recommend solutions.
• Prepare, implement, and manage capital and operating budgets for designated projects.
• Collaborate with other department areas on bid specification, project administration and completion, budgeting, and prepared reports.
• Assist with code enforcement activities as required.
• Oversee the preparation of, or develop, review, and update the sanitary sewer, water, storm drainage, and street maps data base and other GIS layers.
• Direct and oversee borough consultants and serve as the primary liaison with outside agencies.
• Be knowledgeable of the PA Municipalities Planning Code, MS4, Act 537 Plans, NPDES permitting, Allegheny County Act 167 Stormwater Management, FEMA, and the Clean Water Act.
• Monitor future development in the borough if necessary.
• Possess a valid PA driver’s license to travel across designated areas within the borough as needed.
• Maintain and keep a hard copy of personal records for sick days, birthdays, and vacations.
• Prepare or assist in grant writing and editing as required.
• Assist in the preparation and dissemination of information related to RTK’s, PA One Calls, and MS4.

Requirements

• Bachelor’s degree in civil engineering.
• Professional Engineer license required.
• Minimum of four years of municipal government engineering experience.
• Knowledge of community economic development and issues that may arise in a growing community.
• Excellent people skills, strong analytical abilities, and supervision/management of staff.

Supervision

Works under the guidance and supervision of the borough manager. The engineer must submit an absence report covering sick days, birthdays, personal days, and vacation days; excessive use may lead to disciplinary action.

Pay

$120,000 - $130,000 per year
