City Engineer

The City of Oldsmar is seeking a City Engineer to direct and oversee the Technical Services Division. This onsite role provides professional engineering oversight, supports capital improvement planning, administers contracts, and contributes to regulatory compliance efforts.

Role Overview

Reporting through the City’s Technical Services Division, the City Engineer directs and supervises division activities, including coordination of design reviews and approvals, capital improvement program administration, and technical support for regulatory programs. The role also includes public-facing engagement, budget development, and oversight of right of way utilization permitting.

Key Responsibilities

• Represent the City on matters requiring professional engineering oversight or consultation, including coordination and monitoring of applicable federal, state, and local design reviews, approvals, and regulations.
• Plan and administer Capital Improvement Program (CIP) projects, maintaining a detailed project schedule with milestone dates for permitting, design, bidding, contract award, and contract completion.
• Design and/or review City improvement projects, including preparation of formal designs, contract specifications, cost estimates, field investigations, and inspections.
• Administer project contracts for repair and rehabilitation of water, wastewater, road, bridges, and storm sewer infrastructure.
• Prepare requests for proposals for professional engineering services; review proposals; select professional consultants; prepare, negotiate, and evaluate contracts; and monitor completed work.
• Provide direct engineering support for regulatory program compliance.
• Prepare annual budgets for project work and operating budgets for personnel and divisions under supervision.
• Prepare permitting design, construction, and contingency budgets for projects.
• Oversee Right of Way Utilization Permits.
• Meet with citizens, answer questions, and investigate complaints.
• Serve as a Member of the Technical Review Committee (TRC) for site plan approval discussions and support policy guidance related to private development.
• Participate in planning and directing division activities and personnel, including selection, training, promotion, development, evaluation, supervision, safety, and discipline.
• Perform engineering and other technical functions as required.

Required Qualifications

• Knowledge of all phases of civil engineering design, surveying, and construction management.
• Detailed knowledge of water, wastewater, transportation, and/or stormwater systems.
• Knowledge of FDEP and SWFWMD permitting processes.
• General knowledge of equipment, tools, and supplies needed to support engineering operations.
• Ability to plan, direct, and coordinate several projects simultaneously.
• Ability to create a positive public image related to City projects.
• Ability to supervise, coordinate, and review staff and consulting engineers, as well as technical and administrative personnel.
• Knowledge of government contracting, accounting, bidding, and purchasing.

Education and Experience

• Graduation from an accredited four-year college or university with a Bachelor’s Degree in Civil Engineering or related field.
• Five (5) years of progressively responsible professional experience in municipal engineering activity.
• Two (2) years of supervisory experience directing the work of engineers, technicians, draftspersons, and administrative support personnel.
