Job Description

The NYC Health Department supports safer, healthier communities, and this onsite Energy Engineer role helps keep facilities running efficiently while advancing clean-energy improvements. You will support planning, development, implementation, and verification of energy-efficiency and clean-energy projects across NYC Health Department facilities, contributing to building systems that perform reliably and remain in a state of good repair.

As an Energy Engineer, you will evaluate and validate energy-conservation measures, review energy-related design documentation, and use building performance data to identify operational deficiencies. The work spans energy modeling, measurement and verification, and support for commissioning and retro-commissioning, with collaboration across facility operations, engineering, and external stakeholders.

Responsibilities

  • Perform engineering calculations and energy modeling to evaluate energy-conservation measures, including estimated energy reductions, utility-cost savings, avoided greenhouse gas emissions, project payback, and lifecycle benefits.
  • Review mechanical, electrical, plumbing, controls, and energy-project design documents (drawings, specifications, calculations, equipment schedules, sequences of operation, and contractor submittals) and provide technical comments to support accuracy, constructability, code compliance, energy performance, and alignment with agency standards.
  • Support energy-efficiency, electrification, renewable-energy, building-management-system, HVAC, lighting, domestic-hot-water, and building-envelope projects from initial assessment through design, construction, commissioning, and closeout.
  • Analyze system performance using building management systems, utility data, equipment-monitoring platforms, interval-meter data, and field observations; identify abnormal conditions and recommend corrective actions or control-sequence improvements.
  • Support commissioning and retro-commissioning activities, including functional performance testing, trend-data analysis, issue tracking, controls verification, equipment startup, system optimization, and confirmation that systems operate per approved design documents and sequences of operation.
  • Review energy audits and retro-commissioning reports prepared by consultants and contractors.
  • Validate energy-conservation measures, technical assumptions, cost estimates, projected savings, implementation requirements, and operational impacts.
  • Develop or review measurement and verification plans and conduct post-implementation analyses to quantify savings, demand reductions, and avoided emissions using applicable M&V methodologies, including the International Performance Measurement and Verification Protocol.
  • Conduct site surveys, equipment inspections, diagnostic testing, and short-term monitoring for HVAC, electrical, lighting, controls, domestic-hot-water, and other energy-consuming systems.
  • Coordinate with facility managers, operating engineers, maintenance personnel, consultants, contractors, the NYC Department of Citywide Administrative Services Division of Energy Management, the New York Power Authority, and other stakeholders.
  • Assist in developing preventive-maintenance procedures and operational requirements for newly installed or retrofitted equipment, including systems with advanced controls, electrification, heat-pump technology, renewable energy, or vendor-specific maintenance requirements.
  • Track project schedules, budgets, technical issues, energy-savings commitments, construction progress, commissioning deficiencies, and closeout requirements.
  • Prepare technical memoranda, reports, presentations, scopes of work, cost estimates, and other project documentation.
  • Support compliance with applicable NYC Energy Conservation Code requirements, Local Law mandates, agency sustainability goals, emissions-reduction targets, and relevant ASHRAE standards and guidelines.
  • Perform other related energy-management, engineering, and facilities assignments as directed.

Required Qualifications

  • Minimum 2 years of relevant experience.
  • Open to candidates who are permanent or to those who have successfully filed for ENERGY CONSERVATION SPECIALIST Exam No. 6055 during the filing period June 3, 2026 to June 23, 2026.
  • A bachelor’s degree (or completion of an apprentice program plus experience) in one of the listed fields, or other stated education and experience pathways as described in the posting.
  • Assignment Level II eligibility requirements apply, as described in the posting.
