Engineering- Professional Engineer

Support civil and environmental engineering reviews and project planning for the City of Lebanon.

Responsibilities

• Review and approve site plans, construction drawings, and specifications prepared by engineers and architects for private developments to ensure compliance with City standards
• Sign plat certificates related to roads within the City of Lebanon
• Serve as a civil engineering consultant to the City of Lebanon Planning Commission
• Coordinate with developers, consultants, and contractors to maintain compliance with local and/or state regulations
• Analyze and recommend updates to technical specifications and typical standards tied to current regulations (including roads, drainage, stormwater)
• Review technical materials such as reports, maps, drawings, blueprints, tests, and aerial photographs to evaluate soil composition, terrain, hydrology, and other topographical and geologic factors used for project planning and design
• Prepare or direct preparation of reports, specifications, plans, construction schedules, environmental impact studies, and designs for projects under the Engineering Services Director
• Provide technical engineering advice to multiple City departments
• Confer with the public about engineering complaints and issues related to roadways, drainage, stormwater, and traffic
• Prepare plans, contracts, and/or specifications for City projects under the Engineering Services Director
• Calculate project costs and determine feasibility using collected data analysis
• Monitor construction activities, perform or coordinate inspections, and record maintenance needs as necessary
• Apply engineering knowledge and computer-assisted standards to roadway, drainage, and traffic plan reviews and designs
• Prepare work orders when engineering knowledge is required (under the Engineering Services Director)
• Prepare documents for advertising, awarding contracts, and supervising construction for City projects (under the Engineering Services Director)
• Coordinate with other local and state agencies
• Assist the public, contractors, developers, and engineers in locating general information
• Inspect construction sites to confirm progress and conformance with engineering plans, specifications, and construction and safety standards
• Direct construction and maintenance activities at project sites
• Use computer assisted engineering and design software and equipment to create engineering and design documents
• Perform other duties as required
• Under the Engineering Services Director’s direction, lead assigned civil and environmental engineering activities, including plans and designs for roads, airports, drainage, recreation, bridges, drainage systems, stormwater, and traffic (as assigned)
• Attend Planning Commission meetings
• Attend Board of Zoning Appeals, City Council, and Airport Commission meetings as directed
• Assist other departments as directed

Requirements

• Ability to read, analyze, and interpret common engineering reports and documents
• Ability to respond to inquiries or complaints from customers, regulatory agencies, or members of the business community
• Ability to write reports and specifications for publication that follow prescribed style and format
• Ability to present information to top management, public groups, and/or City Council members
• Ability to define problems, collect data, establish facts, and draw valid conclusions
• Ability to interpret technical instructions in mathematical or diagram form and work with multiple abstract and concrete variables
• Knowledge of general civil and municipal engineering
• Knowledge of related computer hardware and software, including MicroStation, Intergraph, and AutoCAD
• Knowledge of work orders when engineering knowledge is required
• Ability to build and maintain effective working relationships with the public and employees
• Ability to interact with the public with tact and diplomacy
• Knowledge of public works design, construction, and maintenance methods, materials, and equipment
• Knowledge of modern developments, current literature, and sources of information in civil engineering and municipal public works
• Knowledge of applicable laws and regulatory codes related to development and construction of public improvement projects
• Ability to plan, schedule, and supervise complex civil engineering programs
• Ability to supervise, coordinate, delegate, and negotiate
• Ability to analyze and resolve complex and sensitive problems
• Ability to read and understand construction drawings and topographical maps and identify geotechnical features
• Must be legally authorized to work in the United States
• Must comprehend and communicate in English (oral and written)
• Must report to work on time and perform duties for a complete workday, including ability to work beyond normal hours, at night, or on weekends
• Ability to concentrate and meet deadlines despite interruptions
• Ability to perform a variety of tasks simultaneously or in rapid succession

Experience

• Four (4) years of responsible experience in general civil and/or municipal engineering related to site and/or subdivision development

Education

• Bachelor’s degree in civil engineering or related engineering field from an accredited four-year college or university

License & Driving

• Professional Engineer (PE) license from the State of Tennessee is required
• Valid Tennessee Driver’s License and a clear driving record are required

Supervisory Responsibilities

• May supervise 1 to 2 employees as directed by the Engineering Services Director
• Training, planning, assigning, directing work, appraising performance, disciplining, addressing complaints, and resolving problems
• Supervisory responsibilities carried out in accordance with City policies and applicable laws

• Frequently required to use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms

• Frequently works in outside weather conditions and is frequently exposed to wet and/or humid conditions
