Manager, Network & Cybersecurity Engineering
Job Description
Hillsborough County Clerk of Court & Comptroller is seeking a hands-on technical leader to guide the combined Network and Cybersecurity Engineering teams in Tampa, Florida. In this role, you will serve both as a working manager and senior engineer, overseeing the design, configuration, implementation, maintenance, monitoring, and continual improvement of enterprise network infrastructure and cybersecurity platforms, including incident response and security architecture.
Role overview
You will provide daily technical direction and mentorship while acting as the primary escalation point for complex network and cybersecurity issues. This position also involves direct participation in technical design, root-cause analysis, and production support, along with leadership of incident response coordination for cybersecurity and network-related events.
Responsibilities
- Lead day-to-day operations for network and cybersecurity engineers, providing guidance, mentorship, and performance support.
- Supervise performance, development and skill progression, and help drive work prioritization.
- Support staffing, recruiting, onboarding, retention, and succession planning efforts for the combined teams.
- Build and maintain a unified team culture across network and cybersecurity engineering.
- Collaborate with IT leadership, operational directors, business stakeholders, and project teams to align priorities and resources.
- Serve as the primary technical escalation point for complex network and cybersecurity issues.
- Act as lead engineer for enterprise network infrastructure and related security technologies.
- Configure, troubleshoot, optimize, and maintain Cisco switches, routers, wireless, VPN, and related technologies.
- Administer, configure, troubleshoot, and support Check Point firewalls and perimeter security platforms.
- Lead complex troubleshooting across infrastructure, connectivity, segmentation, firewall policy, secure remote access, and security enforcement layers.
- Perform and support upgrades, migrations, lifecycle replacements, patching, and performance optimization for network and security platforms.
- Coordinate cybersecurity engineering leadership, including security operations coordination and incident response.
- Lead or coordinate incident response activities: containment, eradication, recovery, and post-incident improvement.
- Develop and improve cybersecurity engineering standards, response procedures, and technical playbooks.
- Evaluate and implement technologies that improve prevention, visibility, monitoring, and response capabilities.
- Partner with internal teams and external providers for vulnerability management, logging, alerting, investigation, and remediation.
- Maintain awareness of emerging threats, attack techniques, defensive controls, and relevant technologies.
- Design and implement scalable, resilient, secure infrastructure solutions and define architecture standards and engineering baselines.
- Ensure layered security controls across network, endpoint, application, identity, and data environments.
- Recommend improvements in enterprise architecture, security posture, redundancy, and resilience.
- Monitor performance, capacity, health, and reliability of network and security platforms.
- Maintain operational readiness through patching, updates, backups, lifecycle planning, and configuration management.
- Enforce security policies, technical standards, and regulatory or compliance requirements, supporting auditable operations.
- Support vulnerability remediation and follow-through on infrastructure and security risks.
- Assist with long-term infrastructure and cybersecurity strategy, planning, and roadmap development.
- Prepare and track budgets for network and security initiatives, maintenance, renewals, and capital planning.
- Lead or participate in technical projects from planning through implementation and transition to operations.
- Develop and maintain documentation related to architecture, standards, operational procedures, configurations, and recovery processes.
- Work with vendors and partners to evaluate solutions, procure equipment and services, and resolve technical issues, ensuring alignment with standards and security requirements.
- Oversee support relationships, maintenance agreements, renewals, and service expectations; coordinate with third parties to meet operational and strategic objectives.
Requirements
- Bachelor’s degree in Computer Science, Information Technology, Network Engineering, Cybersecurity, or a related field; or an equivalent combination of education, training, and experience.
- 7+ years of progressively responsible hands-on experience in enterprise network engineering and/or cybersecurity engineering.
- Significant experience working in a complex enterprise environment.
- Strong hands-on experience with Cisco network infrastructure, including switches, routers, routing, switching, and network troubleshooting.
- Strong hands-on experience with Check Point firewalls, including configuration, troubleshooting, policy management, and maintenance.
- Demonstrated experience leading or coordinating complex technical work across infrastructure and security domains.
- Experience in team leadership, supervision, or mentorship, whether formal or informal.
- Demonstrated experience supporting or leading cybersecurity functions such as incident response, security engineering, monitoring, prevention, or security platform administration.
- Cisco CCNP certification strongly preferred; equivalent advanced enterprise network engineering experience may be considered.
- Additional Cisco certifications such as CCIE are a plus.
- CISSP or equivalent cybersecurity certification is preferred.
- May be required to complete technical assessments.
- May be required to provide certification verification where applicable.

Salary
$140,000-$150,000 annually

Physical demands
The work is light to medium and requires exerting up to fifty (50) pounds of force occasionally and/or one (1) to ten (10) pounds of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body; may also require balancing, manual dexterity, hearing, mental acuity, repetitive motion, speaking, talking, and visual acuity.
Work environment
This role is performed in a dynamic environment that requires sensitivity and responsiveness to changes in organizational goals, priorities, risks, and operational needs. After-hours support, incident response, maintenance windows, and critical outage response may be required.
