New Business Engineer

New Business Engineer supports planning and design review for new development water system facilities.

Responsibilities

• Conduct technical planning studies using water system computer models to evaluate distribution system capacity.
• Recommend new supply and distribution facilities; identify facility requirements for new development.
• Analyze the effects of new growth on the existing system and define specific equipment requirements, capacities, and operating criteria.
• Review applicant-submitted water facility designs for new or modified water service in line with TMWA and NAC standards.
• Provide design comments to applicants consistent with TMWA new business goals and objectives.
• Ensure TMWA facility charges are assessed appropriately and accurately.
• Support development of capital improvement plans by evaluating, selecting, justifying, and prioritizing improvements.
• Prepare accurate project cost estimates and budget projections.
• Perform GIS/CAD-based system duties, including preparation and plotting of GIS and/or CAD designs and drawings for maps, charts, drawings, and geographic information used in reports, presentations, and permit applications.
• Integrate metered use data and SCADA data to calibrate water system computer models.
• Coordinate new business planning activities between Project Coordinators and the Engineering department.
• Participate in project meetings with developers, engineers, contractors, and other TMWA personnel.
• Provide support to Operations personnel, including establishing system operating criteria and facility requirements.
• Support TMWA departments involved in the new business process including metering, billing, backflow, and inspection.
• Respond to customer inquiries regarding pressure or flow.
• Perform other related duties and responsibilities as required or requested.

Requirements

• 4 to 12 years of increasingly responsible experience (based on level) in professional engineering work for water system facilities design; water distribution system operations; modeling and analysis of water distribution systems or a closely related field.
• Bachelor’s degree from an accredited four-year college in Civil or Mechanical Engineering (or closely related field), required.
• Working-level knowledge of the English language, including reading, writing, and speaking English.
• Must hold a valid Nevada driver’s license, or a valid driver’s license from the applicant’s state of residence if residing in another state within a commutable distance (including students).
• Must meet and maintain eligibility for coverage under TMWA’s vehicle insurance requirements.
• Civil or Mechanical Professional Engineering license required.
• Obtain State of Nevada Civil or Mechanical Professional Engineering license within six months of employment.
• Certification as a State of Nevada Water Distribution and/or Treatment Operator at Grade 1, 2, or 3 is desired based on level of engineering work performed.
• Employment is contingent on successful completion of a background investigation during hire and periodically thereafter.
• Safety sensitive position: employment is contingent upon drug and/or alcohol testing, including screening for marijuana; presence of marijuana or other screened substances may result in refusal to hire or termination.
• Knowledge areas include civil engineering and hydraulics (including booster pumping equipment), operation of water treatment/supply/distribution systems (including storage facilities), water system computer model development/use/calibration, engineering economics, GIS mapping and computer-aided design, and water distribution system construction methods, techniques, and materials.
• Ability to perform hydraulic analyses and calculations and prepare clear, concise reports.
• Ability to write and interpret design drawings, contract documents, and technical specifications.
• Ability to utilize Excel and other proprietary software to perform complex hydraulic calculations supporting water system facility designs or facility plans.
• Ability to utilize ArcGIS, AutoCAD, and InfoWater to develop, utilize, and maintain water system computer models.
• Ability to operate computer equipment and software relevant to assigned responsibilities.
• Ability to respond to requests from developers, engineers, contractors, and the general public; communicate clearly and concisely orally and in writing.
• Maintain effective working relationships and be punctual regarding TMWA work hours.
• Be mentally and physically alert during working hours.
