Resident Engineer

Serve as a Resident Engineer for bridge rehabilitation projects based in Queens, NY, managing field operations, inspection activities, and NYCDOT-driven documentation.

Responsibilities

• Direct daily field operations and oversee staff activities for bridge rehabilitation work in alignment with project requirements and NYCDOT standards
• Coordinate with the construction contractor’s planned operations, confirming shared expectations for safety and quality
• Chair and document progress and coordination meetings with contractors, NYCDOT personnel, and stakeholders
• Manage staff direction for project document control, including records and logs
• Ensure timely, appropriate responses to submittals and review items such as Shop Drawings, Submittals, and Requests for Information (RFIs)
• Verify bridge construction and repair work aligns with site-specific work plans, contract drawings, and NYCDOT specifications
• Review Inspectors Daily Work Reports for detail and accuracy
• Prepare and submit detailed daily Resident Engineer reports and monthly progress reports to NYCDOT
• Review contractor schedules, monitor progress, and assess how delays or field conditions impact the project timeline
• Monitor project budget and perform estimates to anticipate quantity overruns
• Coordinate inspection and quality control efforts to confirm bridge components meet design and safety requirements
• Maintain compliance with NYCDOT contract requirements, specifications, and safety protocols across all project phases
• Provide technical supervision and oversight for bridge construction, rehabilitation, inspection, and repair activities
• Document changed field conditions and delays thoroughly
• Enforce KSE and NYCDOT safety procedures to support a zero-incident approach in high-risk bridge work zones
• Ensure hazards to workers and the public are addressed in field operations, including execution of mitigation plans
• Manage change orders, payment application reviews, punch list development, and NYCDOT-compliant close-out documentation
• Coordinate with community boards, the public, utility companies, and city, state, and federal agencies to minimize disruption
• Support responsiveness to NYCDOT client needs with consistent communication between KSE managers and field personnel
• Use team support to meet the goals and guidelines of the NYCDOT Resident Engineering Inspection Instruction Manual

Requirements

• BS or MS in Civil Engineering or related field from an ABET accredited school
• Professional Engineer (P.E.) License in New York State required
• OSHA 10 Safety Awareness Training certificate
• ACI Concrete Field-Testing Grade 1 certification preferred
• 5 - 15 years of construction experience, including at least 3 - 5+ years as a Resident Engineer on NYSDOT or NYCDOT major bridge projects
• Experience managing projects in densely populated urban areas, including the NYC metropolitan region, over waterways, and near active railroad tracks, coordinating with agencies and utilities
• Experience preparing complete change order request packages, including an independent estimate and change order justification memo
• Experience calculating change order cost using time and material records
• Ability for daily inspection and construction documentation focused on safety, quality, and site cleanliness
• Ability to review and interpret contract plans, specifications, and technical documents to ensure compliance
• Supervision experience for staff documentation in line with NYCDOT standards and prompt daily report writing
• Experience preparing and reviewing meeting agendas and minutes for progress and special-topic meetings
• Strong written and oral communication skills to lead construction inspection staff
• Proactive self-starter who can set a positive example for staff
• Provide technical and management support to the Department Manager/Regional Manager/Project Manager
• Full technical and administrative responsibility for interpreting, organizing, executing, and coordinating project assignments
• Strong computer skills with MS Word, Excel, PowerPoint, Outlook, Teams, and PDF Editing software
• Strong time management skills
