Job Description

The Sr Project Engineer (E&C) within SEPTA’s Program Delivery Office will lead engineering assignments of significant complexity, provide technical support for engineering and quality assurance activities, and manage Utility Coordination for projects within the Trolley Modernization Program.

Key Responsibilities

  • Consult with managerial level stakeholders as needed for project and program definition.
  • Apply advanced engineering and quality assurance principles using sound judgment.
  • Support budget preparation for proposed projects and programs planned for third-party contracting.
  • Use strong technical writing skills to support project/program activities.
  • Provide specialized technical expertise to advance project and program work.
  • Comply with all Authority and departmental safety and security policies and procedures, including job safety responsibilities; report safety concerns, compromises, or hazards affecting operations, the public, self, and/or other employees; support personal safety and encourage safe practices for others.
  • Perform other duties as assigned.
  • Partner with the Project Manager during project definition (scope and objectives) and assess feasibility.
  • Prepare budgets, schedules, program plans, and force account plans for proposed projects.
  • Prepare Requests for Proposals and manage consultant contracts; coordinate design concepts and reviews with Operations departments.
  • Represent the Authority with special interest groups and/or local communities and present designs at public meetings (as needed).
  • Assist the Project Manager during procurement and/or construction, including project management, construction management, and coordination with governmental agencies and SEPTA Operating departments.
  • Assist the Project Manager with project management tasks and direct Project Engineers/Architects.
  • Manage projects, determine resources, and maintain budget and schedules.
  • Supervise, coordinate, and review work performed by a small team of engineers and construction inspectors; estimate manpower needs, schedule work, and assign tasks to meet timelines.
  • Consult with supervisors on unusual problems, developments, contractual matters, and policy issues.
  • Support training for Project Engineers/Architects in project management duties, and training for Senior Construction Inspectors and Senior Field Engineers in supervision duties.
  • Make independent decisions regarding engineering problems and construction methods.
  • Manage Utility Coordination for design and construction projects within the Trolley Modernization Program and for other assigned projects.
  • Provide technical support and direction for engineering and quality assurance activities, including design review definition and coordination, inspection plan establishment, program/project development and consulting, and continuous improvement approaches aligned to SEPTA mission values and goals.
  • Plan, develop, coordinate, and direct an element of a large or complex project, or multiple smaller projects.
  • Manage aspects of various projects assigned by the Project Manager to ensure planning, design, implementation, and completion meet SEPTA requirements and those of agencies, governments, special interest groups, and the public.

Required Qualifications

  • Bachelor of Science Degree in a relevant engineering field (for example, Civil, Mechanical, Electrical, Environmental, etc.) OR Bachelor of Architecture, plus seven (7) years of proven relevant engineering experience.
  • Excellent verbal and written communication skills.
  • Ability to communicate effectively in a professional manner with all levels of personnel, including outside agency personnel.
  • Understanding of construction project management techniques.
  • Willingness to work evenings and nights as required for meetings and completion of project work.
  • Valid driver’s license.

Preferred Qualifications and Tools

  • CAD proficiency preferred.
  • Familiarity with various engineering software preferred.
  • Master’s degree or PMP preferred.
  • Technologies: CAD, engineering software.

Role Overview

This role is located within SEPTA’s Program Delivery Office and is responsible for undertaking engineering assignments considered to be of significant complexity in size and scope. It includes technical support and direction for engineering and quality assurance activities, such as defining and coordinating design review and implementation, establishing inspection plans, supporting program and project development, and applying continuous improvement approaches aligned with SEPTA mission values and goals. The Senior Project Engineer will also manage Utility Coordination for supporting design and construction projects within the Trolley Modernization Program and support other projects as assigned.

Compensation and Location

Location: Philadelphia, PA (onsite)
Salary: USD 116,428 per year
