The Resident Construction Engineer will oversee engineering, technical, and administrative activities tied to highway and bridge construction projects managed by the South Carolina Department of Transportation. This onsite role supports survey, inspection, and project management functions while ensuring adherence to SCDOT standards and timely reporting.
Role Overview
In this position, you will manage engineering and construction responsibilities across assigned phases of work on Interstate, primary, and secondary highways. You will lead survey and inspection activities, coordinate project management efforts, and support compliance with SCDOT plans, specifications, and standards.
Key Responsibilities
- Manage and oversee engineering, technical, and administrative functions for all phases of assigned highway and bridge construction projects.
- Direct the work of survey crews, inspection teams, project managers, and office personnel, including personnel selection and hiring.
- Maintain up-to-date knowledge of construction project requirements and ensure inspections and surveys are performed accurately and efficiently by qualified personnel.
- Coordinate with staff to resolve moderate to complex project-related issues.
- Work toward objectives established in the SCDOT Business Plan.
- Monitor unit fuel consumption, paper and printer usage, and operating budget expenditures to reduce overall costs.
- Close projects within 200 days of completion and maintain a quality management score average of 2.85.
- Support project completion within budget to the extent possible and provide professional customer service to clients.
- Ensure timely submission of reports and final construction plans.
- Maintain complete and accurate project records and conduct periodic reviews to confirm compliance with SCDOT plans, specifications, and standards.
- Coordinate with the District Utility Coordinator and county maintenance encroachment managers to manage and monitor timely utility relocations and encroachment permit-related work.
- Meet and communicate with internal and external stakeholders, including the public, local and state officials, contractors, and industry representatives, regarding project and construction-related issues.
- Participate in public hearings and conferences related to technical matters.
- Perform other related duties as assigned.
Required Qualifications

Education: Bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management.

Experience: Five (5) years of engineering or construction management work experience; or an approved acceptable equivalence.

License: Motor vehicle operator’s license required.

Physical requirements: Ability to sit or stand for extended periods of time.

Work conditions: May require travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Requires driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and handling natural environmental hazards.

Schedule flexibility: May be required to work outside normal work schedule, including additional hours during inclement weather or departmental emergencies.

Additional circumstances: May be exposed to outside environment in all weather conditions and noise. Must be able to work outdoors in various weather conditions, subject to dust, excessive noise, and traffic hazards for extended periods. May require overnight stay on occasion due to training conferences or to provide assistance in other parts of the state during severe inclement weather or emergencies.
Compensation and Location
Location: Dorchester County, SC (onsite).
Salary: USD 86,500 - 146,166 per yearly.
