Civil Engineer - Project Manager

The Civil Engineer - Project Manager role is an exempt-salaried, full-time position in Billings, MT, supporting the delivery of municipal water, wastewater, and utility infrastructure projects. The role leads project execution end to end, with an emphasis on regulatory compliance, technical excellence, and buildable outcomes.

Key Responsibilities

• Act as the primary point of contact for clients, coordinating project activities, strengthening relationships, and delivering responsive, proactive client service aligned to project objectives and deliverables.
• Prepare and lead client meetings and technical presentations.
• Lead planning, design, and delivery of municipal infrastructure projects.
• Coordinate communication with stakeholders, including permitting agencies, regulatory agencies, funders, utilities, government bodies, and impacted public members.
• Analyze water and wastewater facilities for system deficiencies related to compliance with local, state, and federal standards and regulations, and develop improvement alternatives to address compliance needs.
• Develop planning documents and cost estimates for required improvements.
• Prepare plans, specifications, costs, and estimates for municipal and industrial water and wastewater facilities.
• Manage the full project lifecycle, including scope development, budgeting, scheduling, resourcing, risk identification, and change management.
• Coordinate multidisciplinary teams to support integrated and timely delivery.
• Lead or support bidding and construction-phase services, including bidding assistance, submittal reviews, field observations, payment recommendations, RFIs, and change orders as applicable.
• Maintain accurate project documentation, track progress, and report financial performance.
• Provide mentorship and technical guidance to EIs and other project team members, including performance feedback.
• Delegate tasks effectively and support staff development through coaching, training, and design reviews.
• Adhere to and champion company QA/QC standards to support accuracy, consistency, and quality across deliverables.
• Identify new opportunities, support client account growth, and contribute to strategic pursuits, including proposal development such as project approach, scopes, schedules, level of effort, and interview participation.
• Use engineering design software to perform calculations and modeling and to produce project designs aligned with project specifications.

Role Scope

The Project Manager oversees the complete lifecycle of critical municipal water infrastructure projects, from planning and permitting through funding support, design, bidding, and construction administration. This work includes supporting technical excellence, meeting regulatory requirements, and developing practical solutions. Project responsibilities may include design for roadways, site development, piping, storage, distribution, and municipal water systems.

Required Qualifications

• Bachelor's degree in civil engineering or construction engineering (or equivalent ABET-accredited engineering program).
• 5+ years of progressive civil engineering design and construction experience.
• Engineer-In-Training (EIT) professional designation required.
• Proven ability to manage scope, schedule, budget, and risk across multiple concurrent projects.
• Experience coordinating multidisciplinary teams and working with clients, contractors, and regulatory agencies.
• Demonstrated success delivering projects on time and within budget with strong quality outcomes.
• Excellent written and verbal communication skills for client presentations, technical reporting, and team coordination.
• Strong problem-solving skills, sound engineering judgment, and ability to make informed decisions under pressure.
• Client-service mindset with the ability to build, maintain, and grow long-term client relationships.
• Interest in practice development, innovation, and continuous improvement.
• Valid driver's license and an insurable record for periodic travel.

Preferred Strengths

• 5+ municipal water project experience preferred.
• Professional Engineering (PE) license preferred or ability to pursue after hire.
