Civil Engineer - Site Development
Job Description
STEP, Inc. is seeking a Civil Engineer for Site Development to support residential, commercial, and industrial land projects from early layout through construction closeout. This onsite role in Fort Washington, PA centers on civil site design, stormwater management, and regulatory approvals, with advanced use of AutoCAD Civil 3D.
The position focuses on producing buildable plans for grading, utilities, and erosion and sediment control, while coordinating with municipal stakeholders and environmental agencies. The selected engineer will also participate in public hearings, conduct site visits, and help resolve field conditions during construction.
Key Responsibilities
- Lead the design and engineering of site layouts, grading profiles, utility networks, and erosion and sediment control (E&S) plans.
- Use AutoCAD Civil 3D at an advanced level to create digital terrain models, compute earthwork volumes, and design pipe networks.
- Work within local municipal zoning ordinances, SALDO (subdivision and land development ordinances), and state regulatory agency requirements to secure approvals.
- Perform and review advanced stormwater management modeling, including detention basin routing, water quality volume calculations, and low-impact development designs.
- Represent projects at public hearings, municipal planning commission meetings, and client workshops with attorneys and land surveyors.
- Support preparation of permit packages for submission to county conservation districts and state environmental agencies such as PADEP or NJDEP.
- Conduct site visits and construction observation to address field issues, review shop drawings, and ensure compliance with approved site plans.
Required Skills and Qualifications
- Deep expertise in civil site development, including site constraints, building setbacks, parking requirements, and ADA compliance.
- Advanced proficiency in AutoCAD Civil 3D for surface modeling, grading design, and construction document set production.
- Strong working knowledge of Pennsylvania and/or New Jersey regulatory frameworks, including PADEP Chapter 102/105 or NJDEP Stormwater Management Rules.
- Experience with hydrologic and hydraulic modeling tools such as HydroCAD, Hydraflow, HEC-RAS, or SWMM.
- Professional Engineer (PE) licensure in PA or NJ is highly advantageous; senior-level EITs actively pursuing their PE are encouraged to apply.
- Excellent presentation and communication skills for defending engineering designs before municipal boards and collaborating with clients.
- Demonstrated ability to manage site projects from initial sketch plans and due diligence through final construction closeout.
- Professional Engineer (PE) license in Pennsylvania or New Jersey is highly preferred.
