Job Description

Lead a multidisciplinary team overseeing planning, design, construction, and maintenance of county infrastructure projects in Moncks Corner, SC (onsite), managing programs from inception to completion while ensuring safety, regulatory compliance, and community needs.

Responsibilities

  • Oversees day-to-day department operations, analyzes workflow, sets priorities, develops engineering standards, and establishes project deadlines.
  • Implements policies issued by the County Supervisor's office.
  • Collaborates with county departments, elected officials, external agencies, and the public to advance engineering objectives and programs.
  • Provides technical guidance to county departments engaged in construction and maintenance projects.
  • administers consulting engineering contracts and related professional services furnished by external consultants.
  • Oversees county road improvement initiatives funded from diverse sources.
  • Reviews civil engineering components of site development plans for commercial, industrial, and residential subdivisions.
  • Produces and critiques engineering reports, designs, and cost estimates for proposed or existing county facilities' design, construction, and improvements.
  • Establishes and directs training and development programs for engineering staff.
  • Coords with the Legal Department to investigate land ownership, easements, and rights of way through formal documents.
  • Assists in investigating citizen complaints related to road conditions, drainage, and related infrastructure.
  • Leads the Stormwater Management Department.
  • Provides updates to County Council and presents information as required.
  • Fulfills additional duties as assigned.

Requirements

  • Bachelor's degree in Civil Engineering from an ABET-accredited program or a related field.
  • At least eight (8) years of engineering program management experience.
  • Minimum six (6) years of supervisory experience.
  • Professional Engineer license in South Carolina is required.
  • Valid South Carolina driver's license with a safe driving record.
  • Departmental testing may be required as part of the interview process.
  • A background check will be conducted for selected candidates if a current check is not on file (within 3 years).
  • Ability to process payments and prepare purchase orders.
  • Ability to formulate budget recommendations and manage the budget.
  • Proficiency with standard office equipment, computers, and advanced software applications.
  • Ability to develop and oversee plan and project implementation.
  • Willingness to attend evening meetings such as County Council and Planning Commission as needed.
