Network Engineer IV - Infrastructure and Cybersecurity

Take a pivotal role shaping the City of Norfolk's network backbone. This senior Network Engineer IV position leads the IT network engineering team, sustains and optimizes the City’s network infrastructure, and ensures reliability, security, and resilience across departments. You will coordinate operations, guide new technology initiatives, collaborate with IT leadership and partners, and participate in a 24-hour on-call and emergency response rotation. This on-site role offers a salary range of USD 84,781 - 142,039 per year and the chance to influence critical city services from the ground up. Location is onsite in Norfolk, VA.

Responsibilities

• Lead and mentor the network team, delivering direction and performance management to support efficient operation and continuous improvement of the City’s network infrastructure.
• Ensure effective monitoring, troubleshooting, and timely resolution of network issues, outages, and service degradations.
• Provide guidance and training to IT staff on emerging technologies and industry best practices.
• Develop and maintain comprehensive documentation for configurations, policies, and procedures.
• Support the development and implementation of disaster recovery strategies to ensure business continuity and data protection.
• Coordinate cross-team collaboration with cybersecurity, applications, and public safety groups to ensure aligned operation.
• Manage network upgrades, replacements, and lifecycle projects such as switch refreshes, cabling, and WAN improvements.
• Partner with the cybersecurity team to ensure network configurations meet security standards, incident response requirements, and access control policies.
• Review and validate technical proposals, statements of work, and vendor documentation for network related projects.

Requirements

• Successfully pass a drug screening and extensive criminal background check.
• Possess a driver’s license valid in Norfolk, Virginia.
• Live within an hour of the City of Norfolk.
• Regularly report to Norfolk city offices, and within one hour of being notified of an event or emergency.
• Be available for a 24-hour on-call rotation and emergency response as required.
• Be prepared to report to work as directed in the event of an emergency or natural disaster and work unusual shifts and hours as needed.
