Senior Systems Engineer - Product Owner

Leidos is seeking a Senior Systems Engineer to act as a Product Owner within an Agile/SAFe development environment. This role supports next-generation flight service and air traffic systems for FAA modernization, operating in a highly regulated, safety-critical context. The position also requires the ability to obtain and maintain a favorable Public Trust investigation.

Role and Scope

As the Product Owner, you will manage a product backlog for one or more Agile teams and ensure that regulatory intent and constraints are translated into testable Agile features. You will partner with stakeholders to define complete, validated use cases aligned to operational workflows, while maintaining traceability between FAA compliance outcomes and acceptance criteria.

Key Responsibilities

• Review FAA requirement documents, advisory circulars, and applicable regulations, including 14 CFR parts, to extract intent, constraints, and acceptance criteria.
• Own backlog management for one or more Agile teams by prioritizing features based on stakeholder needs and ensuring the team builds the correct functionality.
• Collaborate with customer stakeholders to identify use cases with emphasis on completeness, testability, alignment with operational workflows, and readiness for validation trials.
• Decompose high-level regulatory requirements into specific, testable capability statements (Agile features), each with clear acceptance criteria mapped to FAA compliance outcomes such as performance thresholds, safety margins, and required reporting formats.
• Capture and communicate design decisions, performance trade-offs, regulatory compliance rationales, and risk assessments for each release to support reviewer traceability and feedback.
• Prepare and review technical documentation, including use cases, user interface specifications, and requirements traceability.
• Lead and participate in structured reviews and inspections.

Required Qualifications

• Education: Master’s degree; or Bachelor’s degree in computer science, engineering, or a related field with relevant experience.
• Experience: Minimum 6 years (Master’s) or at least 8 years relevant experience (Bachelor’s).
• Familiarity with Agile methodology, principles, and tools.
• Experience in the Agile Product Owner role, including ownership and prioritization of the product backlog, defining complete product backlog items (user stories), making timely scope decisions, and accepting completed work.
• Strong understanding of disciplined engineering processes with attention to detail.
• Practical experience writing, testing, debugging, and maintaining software or scripts.
• Clear and effective verbal and written communication.
• Experience with cloud-based systems design.
• Experience engaging customers to understand needs, deliver solutions, manage expectations, and maintain an ongoing relationship.
• Ability to obtain an SF-85 Public Trust suitability determination.
• US Citizenship.

Compensation

Pay Range: USD 107,900 - 195,050 per year
