Senior Utility Engineer Water/Wastewater

Vikus Water invites a licensed civil or environmental engineer to lead planning, design, permitting, construction, and startup of water, wastewater, and reuse facilities for The Villages, acting as the owner’s technical authority. This onsite role is based in Kansas City, Kansas, with a focus on building and operating large-scale utility systems to meet regulatory requirements and deliver reliable service. The compensation ranges from USD 130,000 to 230,000 per year, and the benefits package supports ongoing professional growth and stability within a client-driven environment.

Responsibilities

• Oversee planning, design, permitting, construction, and startup of water, wastewater, and reuse facilities, owning outcomes for capacity, treatment performance, reliability, and regulatory compliance
• Manage internal engineering staff and external consultants, assign work, set priorities, review technical outputs, and ensure quality and schedules
• Establish and approve design criteria for facilities, transmission and collection systems, pump stations, and related infrastructure; make final technical decisions on treatment processes, redundancy, hydraulics, and major equipment
• Lead long-range capital improvement planning, including project identification, prioritization, scope, cost estimates, scheduling, and alignment with funding, rate models, and impact fee programs
• Direct preparation of engineering reports, plans, specifications, and procurement documents; certify technical scope before advertisement and lead bid evaluations
• Act as owner’s technical authority during construction; manage change orders, resolve disputes, review pay applications, and ensure conformance with contract documents for all systems
• Lead facility startup, commissioning, and performance testing; coordinate with operations, contractors, and regulators to achieve permitted capacity and stable operations
• Drive permitting strategy with regulatory agencies for water, wastewater, reuse, residuals, and wells; represent the utility in pre-application meetings and enforce permit conditions during construction and startup
• Prepare, review, and certify engineering reports, permit applications, and regulatory correspondence
• Direct engineering investigations and master planning studies, including demand projections, process evaluations, residuals management, reuse integration, and lifecycle-cost-based selection of alternatives
• Review development and site plans for utility impacts, capacity, and compliance with adopted standards; coordinate conditions of service with planning staff
• Integrate operations and maintenance needs into planning, design, and construction decisions, addressing access, redundancy, chemical handling, safety, and long-term maintainability
• Manage the utility engineering budget, consultant contracts, and the technical components of capital expenditures
• Conduct targeted field inspections and site visits to resolve design, constructability, compliance, or startup issues

Requirements

• B.S. in Civil or Environmental Engineering
• 10 to 20 years of engineering experience with water and wastewater utilities
• Professional licensure
• Strong oral presentation and written communication skills
• Ability to work well in multidisciplinary teams and meet deadlines
• Proficiency in Microsoft Excel and Microsoft Word
