Sr. Facility Operations Project Engineer
Job Description
Work on Facility Operations projects end-to-end for NJM Insurance, with the collaboration, tools, and support you need to deliver outcomes that meet quality, safety, and stewardship expectations. This role is 5 days per week onsite in West Trenton, coordinating teams, consultants, and contractors to keep business continuity in mind throughout the project lifecycle.
Compensation: $109,200 - $126,000 per year (pay range listed as $109,200-$126,922). Location: Ewing, NJ (onsite).
Responsibilities
- Plan, initiate, and manage Facility Operations projects of varying complexity from inception to completion.
- Develop, control, and monitor project scope, management plan, budgets, schedules, and progress to ensure goals and objectives are met.
- Oversee the work of the Project Team, including internal staff, consultants, and contractors.
- After plan approval, oversee the development of detailed construction drawings and specifications.
- Confirm construction documents are accurate and complete, applying architectural, engineering, and project management principles.
- Verify appropriate permits are in place and ensure compliance with state and local laws and regulations.
- Plan and monitor project sequencing and activities with attention to the continuity of business operations.
- Ensure work is executed safely and efficiently while adhering to health and safety standards and reporting issues.
- Track work progress, update schedules, and manage the critical path.
- Identify concerns, develop action plans, and manage RFIs and RFCs with design consultants and contractors.
- Coordinate and communicate product information and report project costs, including budget, current commitments, and projections to complete.
- Ensure all work and activities support NJM standards for quality, reasonableness, and good stewardship.
- Verify completeness of work and confirm contractual obligations are met by consultants and contractors.
- Confirm record and as-built drawings are complete and that close-out documents (manuals, warranties, certificates) are delivered as required.
- Support end-user readiness by training Facility Operations staff and other users on new systems and equipment and providing access to project drawings and documents.
- Close out project financial reports and complete project record files for archive.
- Collaborate with consultants and in-house Facility Operations staff to develop preliminary designs and cost estimates needed for project approval.
- Evaluate project opportunities and constraints, weighing optional approaches to completing the work.
- Establish and manage procurement processes, including contract structure, award system, and contractor compensation system; prequalify bidders and prepare RFP and bid documents.
- Receive and evaluate bids, de-scope contractors as needed, and notify bidders; help define project goals, objectives, and targets with management.
- Balance special projects, ensure schedules and assignments are realistic, monitor progress, and appraise job results.
- Provide training to develop skills and abilities.
Requirements
- Bachelor’s degree in Mechanical, Electrical, or Civil Engineering, Construction Management, Architecture, or a related technical field, plus 10 years of experience in engineering design or project management.
- Progressive experience leading capital projects, including significant experience with MEPF systems.
- Ability to manage multiple projects simultaneously.
- In-depth understanding of construction procedures and material and project management principles.
- Valid driver’s license.
- Comprehensive understanding of project life cycles for small to complex projects.
- Exceptional independent judgment and relationship-building skills to manage business relationships with building inspectors, contractors, executives, and staff.
- Ability to review and understand architectural and engineering plans.
- Ability to work independently and remotely to achieve results with limited supervision.
- Demonstrated results orientation and ability to deliver key messages.
- Exceptional communication skills (verbal, listening, and written).

Preferred Qualifications
- Knowledge of OSHA and regulatory requirements for relevant areas of engineering expertise.
- Proficiency with Microsoft Office Suite and AutoCad software.
- Familiarity with construction and project management software.
- Familiarity with quality and health and safety standards.
- Outstanding communication and negotiation skills.
- Excellent organizational and time-management skills.

- PMP or equivalent certification will be an advantage.
Work Location / Arrangement
- This is not a hybrid role and must work in West Trenton 5 days per week.
- Regular and predictable onsite attendance is an essential function of the job.
