Construction Specification Engineer

APR Staffing has a contract opportunity for an interdisciplinary Construction Specification Engineer to support Transmission Engineering Policy and Governance. In this hybrid role based in Vancouver, WA, you will develop and maintain standard construction specification libraries, provide training and operations support for technical software and data systems, and help teams assemble complete solicitation construction packages.

You will collaborate with subject matter experts, align specifications with current industry standards and regulations, and ensure governance documentation stays consistent across the organization. The position also involves monitoring spec review cycles, supporting audits and compliance readiness, and leveraging tools to identify inconsistencies across standards.

Responsibilities

• Meet with subject matter experts (SMEs), research applicable industry standards and regulations, and draft new or update existing specification sections to reflect modern construction practices.
• Compare draft specifications against corporate policy documents and standards to avoid conflicts.
• Consolidate and reconcile feedback in background files, then publish finalized specification sections through established systems and processes.
• Maintain standard specification libraries in SharePoint and ProjectWise (and applicable database storage), and monitor the 5-year review cycle for assigned specification sections with reporting visibility to management regarding constraints or gaps.
• Serve on inter-organizational committees and teams supporting standards work, including Contractor Safety initiatives and corrective actions.
• Support project teams by assisting with assembly and drafting of project specifications, drawings, and full solicitation construction packages.
• Draft project template specifications and incorporate corrections using historical project specifications and lessons-learned data.
• Draft updates and recommend design standards for the format, structure, and usage of construction specifications, support maintenance of the corporate Transmission Construction Specifications Practice Standard, and conduct internal outreach for continuous feedback.
• Review industry construction specification solutions and provide strategic improvement recommendations to corporate management.
• Assist in developing training materials and deliver/present sessions covering CSI standards, Standard Construction Specification libraries, and preparing project specifications and related document attributes and systems training.
• Promote adoption of the Standard Construction Specification libraries by providing guidance to internal and external groups.
• Review and update project data in multiple tracking systems, including assistance with Work Intake Tracking SharePoint sites, tracking standards development and governance documentation.
• Develop and maintain Nintex (or equivalent) forms, database tools, libraries, portals, and views, and recommend business rules for data storage procedures including metadata and attribute frameworks.
• Support SharePoint team site creation, content updates, site reviews, and permissions audits for division organizations.
• Develop use-cases and use AI tools (for example, Joulix and EnerGPT) to identify inconsistencies or redundancies across standards and specifications, standardize glossaries and definitions, identify archive opportunities, and improve consistency.
• Download appropriate documentation to ProjectWise for access by internal personnel and contractors.
• Support identification, collection, and risk analysis of divisional-recorded information to meet regulatory obligations, including compliance verification and audit preparation for FISMA, DOE, WECC, NERC, FERC, and internal audits.
• Assist management and change managers on the people-side of change by contributing to change management plans for processes, systems, technology, and job roles.
• Review organization records and products and provide actionable recommendations to improve division programs.

Requirements

• Must be a US Citizen to be eligible to apply for a Federal Background Check.
• Requires Real ID and or a valid Passport to interview.
• 5 years of engineering/architecture experience is required, including knowledge of engineering concepts, principles, and practices applicable to components and facilities found on a regional transmission system.
• 5 years of practical engineering experience in the construction field.
• 3 years of experience using Construction Specification Institute (CSI) standards and practices, including developing standard construction specification libraries (guide-specs) and preparing project specifications.
• 3 years of experience using a database-type software platform for writing, managing, and collaborating on construction specifications.

Travel and Schedule

• Up to 5% meetings and trainings and occasional visits to field locations.
• Expected hours: no less than 40.0 per week.
• Overtime: 5%.

Education and Qualifications

• Bachelor’s degree in Mechanical Engineering, Structural Engineering, Electronics Engineering, Electrical Engineering, Civil Engineering, or Architecture (from an ABET accredited school) is required, alongside 5 years of engineering/architecture experience.

Preferred Qualifications

• Construction Specifications Institute (CSI) certifications: CDT®, CCS®, and CCCA®.
• Experience with ProjectWise, SharePoint, and Deltek Masterspec/SpecText or similar commercial specification frameworks and master guide specification tools.

Compensation: $45.00 to $48.50 per hour.
