Job Description

This contract role places you at the center of engineering leadership in Houston, TX, deliveringInstrumentation and Controls expertise on complex projects for Delan Associates, Inc. The on-site position requires U.S. Citizenship and offers the opportunity to steer multi-disciplinary efforts within an EPC style environment. You will lead a defined area, guide engineers and designers, and ensure technical accuracy across project phases.

Responsibilities

  • Serve as Area Lead under the Discipline Lead Engineer, providing direction to engineers and designers on assigned projects
  • Assess technical options and independently recommend solutions for problems of advanced complexity in line with project requirements
  • Develop and review specifications and design criteria to support robust control system designs
  • Perform and validate engineering analyses and calculations; specify materials, equipment, and systems to resolve technical challenges
  • Coordinate technical issues with other disciplines, project management, vendors, and clients
  • Execute work in alignment with the Project Quality Plan and established procedures
  • Work within the approved project scope, cost, and schedule baselines
  • Develop and review estimates, schedules, and progress reports, including staffing forecasts
  • Establish and report on material quantities; provide analysis and forecasts
  • Provide technical support for procurement and subcontracting activities, including scopes of work, bid evaluations, and review of vendor submittals
  • Support construction administration with technical input and responses to on-site needs
  • Tackle other duties as assigned

Requirements

  • Under general supervision, function as Area Lead with guidance to engineers and designers, ensuring technical accuracy across project phases
  • Analyze and independently recommend technical solutions for advanced complexity problems in accordance with project requirements
  • Develop and review specifications and design criteria to meet project needs
  • Perform and verify engineering analyses and calculations; specify materials, equipment, and systems
  • Coordinate technical issues with other disciplines, project management, vendors, and clients
  • Ensure work adheres to the Project Quality Plan and procedures
  • Follow the approved project scope, cost, and schedule baselines
  • Develop and review estimates, schedules, and progress reports, including staff forecasting
  • Track material quantities and provide analysis and forecasts
  • Provide technical support for procurement and subcontracting activities, including scopes of work, bid evaluations, and vendor submittal reviews
  • Offer technical support for construction administration including responses to field issues
  • Other duties as assigned
  • Working knowledge of applicable federal, state, and local codes and standards
  • Ability to communicate effectively with project management, coworkers, clients, vendors, and subcontractors
  • Job-related technical knowledge necessary to complete the role
  • Advanced knowledge of discipline codes and standards
  • Ability to work in compliance with applicable local, state, and federal codes, statutes, and guidelines
  • Attention to detail and ability to work in a time-conscious manner
  • Intermediate computer skills including word processing, email, spreadsheets, and presentations
  • Significant experience delivering Engineering, Procurement, and Construction services on large industrial projects
  • Proficiency with 3D modeling and 2D CAD tools in a multi-discipline environment, plus engineering analysis capabilities
  • Bachelor of Science degree in Control Systems Engineering, Electrical Engineering, Chemical Engineering or a related field, and at least 10 years of relevant experience
  • Must be able to complete an I C Engineer Self-Assessment Form

Preferred

  • Professional Engineer license
  • EPC project experience in the following sectors: DOE or other U S Federal agencies, nuclear facilities under a nuclear QA program, manufacturing, pharmaceutical, or biotechnology
  • Advanced knowledge of material availability and cost considerations
  • Experience designing systems, structures, and components for nuclear facilities under ASME NQA-1
  • Proficiency in project setup, control-level scheduling, progress reporting, and project close-out
  • Practical field experience
  • Proficiency with Bentley MicroStation, Autodesk AutoCAD, and Intergraph SPI
  • Advanced familiarity with specifying instrumentation and control systems procurement activities
  • Experience with P&ID representation and identifying issues in control system representation on P&IDs
  • Ability to develop control strategies and document them on P&ID diagrams
  • Experience loading I/O assignments, types, alarms, and setpoints into and extracting data from the Intergraph SPI database
  • Knowledge of safety requirement specifications for Safety Instrumented Systems
  • Practical experience with LOPA and HAZOP reviews and SIL assignments
  • Experience performing SIL verification calculations
  • Experience commissioning and startup of DCS, PLC, and SIS systems
