Job Description
The City and County of San Francisco seeks a Data Analytics Engineer to support the Controller’s BI Platform Change initiative. This role will help migrate reporting and analytics into a unified, Snowflake-based platform while delivering dashboards, ETL workflows, and data models using dbt, SQL, and Oracle BI tools.
Responsibilities
- Analyze interrelationships among business processes, complex financial data, human resources data, and systems to define reporting requirements and data structures.
- Conduct fit/gap analyses to assess reporting and data needs.
- Develop and maintain OBIEE/OAS dashboards, analyses, and BI Publisher reports.
- Design and enhance RPDs (Physical, BMM & Presentation Layers).
- Support Subject Areas, Logical Table Sources (LTS), and metadata models.
- Build ETL solutions using ODI; perform query optimization, cache management, and performance tuning.
- Support production operations, enhancements, and troubleshooting activities.
- Write business and system process documentation and technical documentation.
- Identify, manage, and escalate issues and risks across the software development life cycle.
- Perform other duties as assigned.
Required Qualifications
- Associate degree in computer science, computer engineering, information systems, or a closely related field from an accredited college or university, or equivalent credit/units (at least sixty (60) semester or ninety (90) quarter credits/units) with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the specified fields.
- One (1) year of experience analyzing, installing, configuring, enhancing, and/or maintaining system or platform components.
- One year of additional experience may substitute for the required degree; Completion of the 1010 Information Systems Trainee Program may also substitute for the required degree.

Desirable Qualifications
Technical Knowledge
- Working expertise in OBIEE, OAS, ODI, BI Publisher, SQL, and Data Warehousing.
- Hands-on experience in RPD development, dashboard creation, performance tuning, and security implementation.
- One (1) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions, or IT project management.
- One (1) year of hands-on experience administering and developing on Oracle databases and experience with Snowflake managed cloud data platform.
- Demonstrated expertise writing advanced, performant SQL using SQL-based data transformation and modeling.
- Experience using dbt best practices for layered data architecture (staging, intermediate, marts), including parameterized and dynamic dbt models using Jinja templating for reusable transformations across multiple datasets and environments.
- Hands-on experience with GitHub for code change management and team collaboration.
- Experience building and deploying data pipelines using orchestration tools, including understanding the process to build and deploy data pipelines using orchestration tools.
- Deep understanding of data warehouse concepts, data modeling, and modern ETL principles.
- Understanding of data governance, data security, and data privacy principles.
- Understanding of PeopleSoft applications such as PeopleSoft Financials and Supply Chain Management (FSCM) and PeopleSoft Capital Human Resources (HCM), including performing data analysis, design, and testing.
- Experience working with DBAs, BI Development team, PeopleSoft, and Security teams to improve performance and data quality using Agile sessions.
- Working knowledge of business process flows supporting a complex accounting system and experience developing and executing application test plans.

- Salary: USD 143,572 - 180,596 per year
