District Engineer
Job Description
Immokalee Water & Sewer District invites engineers to lead the District as District Engineer, guiding planning, coordination, and approval of engineering work across water and wastewater projects. This hybrid remote role is based in Immokalee, Florida, with on-site collaboration and regular interactions with staff, consultants, and regulators. Responsibilities
- Oversee multiple projects simultaneously through all development phases, including planning, consultant selection, design management, contractor selection, construction, inspection, warranty administration, and regulatory compliance.
- Develop procurement documents and contracts, including RFQs, RFPs, ITBs, scopes of work, and related agreements.
- Apply engineering expertise to analyze varied data, assess project impacts on the District and natural systems.
- Coordinate bid advertisements, schedules, pre-bid conferences, bid evaluations, and recommendations for contract awards.
- Schedule and participate in pre-bid construction meetings with consultants, contractors, and subcontractors; issue Notice to Proceed; review field inspection reports.
- Assist with project inspections for substantial completion and manage deficiency corrections during the warranty period, with final inspections to verify corrections.
- Prepare paperwork for capitalization and project closeout; conduct site analyses, feasibility studies, and prepare technical and management reports.
- Develop long-range and five-year capital work plans, project assignments, budgeting, funding, and schedules.
- Establish procedures and guidelines to ensure effective project outcomes and quality assurance.
- Coordinate project activities with internal staff, local governments, community stakeholders, and regulatory agencies.
- Review development plans and provide informed comments on draft planning, engineering, and scientific reports.
- Keep the Executive Director informed of project status and any issues in a timely manner.
- Supervise the preparation of regulatory compliance reports and submittals.
- Manage the district’s library of General Professional Engineering, Environmental, and Hydrologic/Hydrogeological firms.
- Coordinate work with other engineers and professionals within and across disciplines, with support staff as needed.
- Leverage GIS experience for water resources, water and wastewater analysis, and design planning.
- Attend IWSD Board Meetings in person as required.
- Perform related work as assigned.
Requirements
- Registered Professional Engineer in the State of Florida or able to obtain licensure within six months of hire.
- Bachelor’s degree in engineering (preferred in civil or environmental engineering with a water resources specialization).
- Minimum four years of experience designing and managing public works projects.
- At least two years of construction management experience relevant to water and wastewater engineering.
- Two or more years of government procurement experience.
- Valid Florida Driver’s License with a good driving record.

Emergency response
All District employees have emergency response responsibilities. While not every position requires routine emergency duties, personnel may be recalled around the clock for emergency operations. This can entail irregular hours and work at locations other than the normal work site, and duties may extend beyond the standard job description.

- Project Management Professional (PMP) Certification
