Operations Program Engineer
Job Description
InNovo Partners, LLC is seeking an Operations Program Engineer to support permitting and maintenance contracting work from our location in Oviedo, Florida. In this onsite role, you will provide engineering oversight, coordinate across multiple stakeholders, and help ensure project delivery aligns with Florida Department of Transportation (FDOT) policies, standards, and procedures.
Key Responsibilities
- Lead permitting and maintenance contracting activities.
- Provide engineering oversight to support plan and documentation review.
- Ensure compliance with FDOT policies, standards, and procedures.
- Coordinate with internal FDOT offices, consultants, contractors, utility owners, developers, and local agencies to facilitate permit approvals and successfully deliver maintenance contracts.
- Manage multiple concurrent projects while maintaining responsive customer service.
Required Qualifications
- Knowledge of FDOT permitting and maintenance contracting processes, including utility coordination, access management, drainage, roadway design, construction, and maintenance operations, or a related transportation field.
- Experience reviewing engineering plans, traffic control plans, and supporting documentation for compliance with FDOT policies, standards, and specifications.
- Ability to evaluate permit requests for complexity, priority, constructability, and compliance with applicable standards.
- Ability to review roadway and construction plans from an operations and maintenance perspective and identify potential impacts to FDOT facilities.
- Ability to coordinate with consultants, utility owners, contractors, developers, local governments, and internal FDOT staff to resolve issues and advance permit approvals.
- Ability to conduct field reviews, site inspections, and permit closeout verifications.
- Strong organizational and time-management skills, with the ability to manage multiple assignments and deadlines.
- Excellent written and verbal communication skills, including responding to public inquiries, preparing technical correspondence, and coordinating with stakeholders.
- Proficiency with the Microsoft Office Suite and engineering documentation.
Preferred Qualifications
- Five (5) or more years of experience managing or coordinating FDOT permits and maintenance contracts within FDOT right-of-way.
- Previous experience supporting FDOT Maintenance, Construction, Traffic Operations, Design, Drainage, or Utilities.
- Experience using FDOT One Stop Permitting (OSP) and related FDOT permitting systems and databases.
- Previous supervisory or team leadership experience.
- Experience administering public-sector maintenance or construction contracts.
Location and Compensation
- Location: Oviedo, FL (onsite)
- Salary: USD 90,000 - 130,000 per yearly
