Oracle Database Administrator (Data Engineer)

Navy Federal Credit Union is hiring an Oracle Database Administrator (Data Engineer) to support mission-critical Oracle environments. This onsite role in Winchester, VA focuses on researching, evaluating, designing, implementing, and maintaining Oracle database solutions, with emphasis on high availability, disaster recovery, security, automation, and monitoring.

You will be part of the Oracle DB Team and contribute to both day-to-day production operations and engineering improvements, including Oracle Cloud Infrastructure (OCI) support and participation in a rotating 24/7 on-call DBA rotation for major incident bridges and critical database alerts.

Key Responsibilities

• Administer Oracle RAC databases on the AIX Unix platform, including installation, setup, configuration, performance tuning, and operational support for high availability Oracle Real Applications Clusters.
• Support Oracle Cloud Infrastructure (OCI) by provisioning, migrating, optimizing, and maintaining enterprise Oracle databases in the OCI environment.
• Implement advanced database security controls, including enforcing TLS 1.2 for client-to-database and server communication and strengthening network encryption.
• Perform quarterly automated patching by applying Oracle Critical Patch Updates (CPU) across database environments using Oracle Fleet Maintenance and OEM automation.
• Build, maintain, and test Oracle Data Guard physical standby configurations to enable high availability, support zero data loss objectives, and enable swift failovers.
• Automate routine database operations (provisioning, backup monitoring, and health checks) using Ansible and Shell scripting.
• Use Oracle Enterprise Manager (OEM) for proactive monitoring, diagnostics, and performance management.
• Manage incidents and change activities through ServiceNow, including root cause analysis, and respond promptly to 24/7 on-call notifications.
• Apply engineering principles to the design and enhancement of new and existing systems, including documentation of new components and modifications.
• Support security and integrity of systems and product solutions in alignment with Navy Federal, industry engineering, and Information Security principles and practices.
• Perform engineering tasks tied to business needs, including research, procurement, deployment, and configuration of new or modified systems.
• Provide technical leadership in architecture and present clear, organized, and concise information to enable business decisions.
• Perform Oracle database installation, upgrade, and migration activities, including Oracle RAC.
• Deliver performance tuning for production Oracle databases.
• Design and implement high availability solutions using Oracle RAC and Data Guard.
• Apply Oracle quarterly security patches to maintain security compliance.
• Perform other duties as assigned.

Required Qualifications

• 2-5 years of Oracle Database Administrator experience, including a proven track record with Oracle RAC on AIX.
• Hands-on experience creating and supporting database deployments in Oracle Cloud Infrastructure (OCI) or similar.
• Experience implementing and supporting Oracle Multi-tenant Architecture databases.
• Advanced automation scripting experience.
• Significant experience with Oracle Enterprise Manager (Oracle EM) and Oracle Fleet Maintenance.
• Advanced knowledge of an engineering discipline, plus strong organizational, planning, and time management skills.
• Ability to exercise initiative and good judgment for sound decisions, along with strong research, analytical, and problem-solving skills.
• Expert verbal and written communication skills, and familiarity with word processing and spreadsheet software.
• Bachelor’s Degree in Business Administration, Information Technology, or the equivalent combination of training, education, and experience.
