Senior Engineer

City of Ormond Beach offers a Senior Engineer role onsite in Ormond Beach, FL with a salary of USD 81,252 per year. You will work under the general direction of the City Engineer on municipal projects and facilities, with responsibilities that span planning, design, permitting, construction oversight, maintenance support, and operations. Responsibilities

Perform project management duties of moderate complexity for city projects and/or facilities, including internal design work and coordination with city-contracted consulting firms.

• Design and prepare engineering projects, plans, and specifications; estimate project costs, budgets, and schedules.
• Develop project-specific technical specifications used across City projects.
• Administer engineering consultant contracts, including preparing addendums and overseeing consultant contract management.
• Review consultant-submitted plans and specifications for various projects.
• Prepare and submit documents including construction and engineering plans, bid requests, bid documents, permit applications, billing invoices, change orders, proposals, final reconciliation agreements, contracts, technical reports, proposed budgets, cost estimates, records, forms, and reports.
• Attend and participate in bid openings; review bid submittals; attend preconstruction meetings.
• Coordinate traffic-related issues with other governmental agencies (County, FDOT) and the general public.
• Prepare City Manager memos and agreements for City Commission agendas, special agreements, and materials for City management.
• Respond in writing to public information requests and monitor permit conditions and schedules.
• Evaluate existing facility and infrastructure systems.
• Coordinate with local, State, County, and Federal agencies on development matters affecting the City.
• Monitor construction for compliance with Comprehensive Plan goals and objectives; coordinate with design engineers, contractors, and staff.
• Design capital projects including roadway, utility, and stormwater infrastructure projects.
• Periodically inspect job sites to confirm progress and compliance with contracts, specifications, schedules, and quality and safety standards.
• Stamp, mark, and review shop drawings.
• Meet with regulatory personnel as needed to coordinate permit application compliance issues and processes.
• Use computer tools for word processing, data processing, computational spreadsheets, and computer-aided design; provide work guidance to staff draft-persons.
• Provide engineering support to other City departments, elected City officials, and the public; investigate citizen complaints and make recommendations.
• Update standard drawings and specifications; represent the City at boards and committees by preparing and presenting information.
• Provide technical and policy information to staff, other agencies, the City Commission, boards/committees, and citizens.
• Promote a positive customer service environment internally and externally.
• Participate in on-call and after-hours duties as assigned; be available for overtime and emergency call-outs when necessary.
• Assist with preparation for, response to, and recovery from impacts of disasters or emergency situations, with potential temporary reassignment to other duties, locations, and shifts.
• Meet attendance requirements and perform other job-related functions as assigned.

Requirements

• Bachelor’s Degree in Engineering with at least 4 years of progressively responsible experience as an Engineer with emphasis on public works projects.
• Must be registered as a Professional Engineer (PE) by the State of Florida, or able to sit for and pass the PE exam within 2 years from the employment date.
• A comparable amount of education, training, and/or experience may be substituted for minimum experience.
• Valid Florida driver’s license.
• Knowledge of civil site plan review.
• Knowledge of stormwater management design principles.
• Knowledge of principles and practices of civil engineering as applied to the City’s government.
• Ability to develop working plans and solve engineering problems.
• Knowledge of state and local permitting processes.
• Ability to understand and communicate, orally and in writing, the division and department policies, procedures, and services.
• Ability to establish and maintain effective working relationships with City employees, board and committee members, and the general public.
