Software Engineer III (Graphics Support, Web Designer)

The Software Engineer III position specializes in graphics support and web design for Army CPE IEW&S programs, delivering cybersecurity engineering leadership, RMF/A&A oversight, and lifecycle support. This is an on-site role at Aberdeen Proving Ground, Maryland, and requires TS/SCI clearance.

Responsibilities

• Apply Digital Engineering practices across system design and integration activities.
• Review RMF packages and use eMASS to present evidence of proper cybersecurity implementation for the Designated Approving Authority (DAA/AO).
• Provide feedback to Information System Security Officers (ISSO) to ensure that ATO, IATO, IATT, and ATC packages meet the CPE standard.
• Offer technical guidance to PMs in developing Cybersecurity Strategies (CSSs) as required by the Clinger-Cohen Act and DoD Acquisition policy, and coordinate these CSSs with HQDA for Army CIO/G6 Approval to support major milestone decisions.
• Review and coordinate with stakeholders to respond to taskings from HQDA, CPE IEW&S Staff, CECOM Staff, other agencies, and Warfighters in the field as they relate to cybersecurity for CPE IEW&S Tactical and Developmental systems, including waivers and exemptions for PKI/HBSS and legacy Windows eliminations.
• Maintain the APMS (Army Portfolio Management Solution) database to track information assurance accreditation status and provide portfolio management oversight of all PM projects for FISMA compliance.
• Manage online repositories of current CPE IEW&S Authorization and Accreditation documentation within cybersecurity repositories (eMASS, Xacta) and the Army Knowledge On-line (AKO)-SIPRNET.
• Provide cybersecurity engineering subject-matter expertise.
• Consult with PM staff regarding the implementation of RMF and associated security controls.
• Serve as a subject-matter expert for the implementation of component-level policy and coordinate exceptions to policy at the headquarters level for tactical equipment and mission requirements.
• Identify cybersecurity requirements for systems in acquisition or development to comply with RMF requirements, CTOs, STIGs, policies, and analyze requirements development and design across CPE IEW&S program offices.
• Provide leadership in vulnerability management and Assess and Authorization (A&A) processes, including Plans of Action and Milestones (POA&Ms), evaluating risk to Army missions, networks, and data, and making recommendations to the Authorizing Official.
• Lead A&A activities within established timelines, recommending courses of action for program managers and system owners to ensure compliance with FISMA, DoD and Army standards and policy, while maintaining an acceptable level of risk.
• Develop cybersecurity education, training, mitigation strategies, and awareness programs at the headquarters level.
• Develop processes to support the Army in the lifecycle of information system packages, including templates and how-to guides for waivers, documents, and important system artifacts.
• Serve as a subject-matter expert providing technical guidance and recommendations on all aspects of cybersecurity to staff, stakeholders, and leadership.
• Oversee product teams to ensure cybersecurity objectives are met.
• Plan, execute, and provide technical expertise in obtaining ATO or appropriate interim authorities.

Requirements

• Bachelor’s Degree.
• A minimum of five (5) years of related work experience is required.
