Duties
The DHS Cybersecurity Service employs a multi phase assessment to qualify applicants for employment. Talent Pools identify qualified candidates who have successfully completed the assessment process for their capability and career track. This announcement supports the Cybersecurity Engineering Talent Pool and offers ongoing consideration for relevant open roles for up to one year from completion.
There are a variety of Cybersecurity Engineering opportunities across the Department, including programs at the Office of Strategy, Policy, and Plans (PLCY), the Cybersecurity and Infrastructure Security Agency (CISA), the DHS Office of the Chief Information Officer (OCIO), the Federal Emergency Management Agency (FEMA), ICE U.S. Immigration and Customs Enforcement, and the U.S. Secret Service.
- Oversee software, hardware, and systems engineers to create new capabilities and refine existing ones, ensuring alignment with security objectives, principles, and processes.
- Collaborate with stakeholders to identify methods for bringing in promising technologies to meet organizational cybersecurity requirements, staying current on emerging technologies and their applications to cloud, mobile, and related business processes.
- Develop practical solutions with consideration of lifecycle costs, acquisitions, program and project management, and budgeting.
- Lead and manage teams that define engineering requirements for and ensure interoperability of internal and external systems.
- Provide proactive cybersecurity guidance to DHS leaders for design and implementation decisions.
- Recommend and coordinate collaborative efforts to monitor current events, market developments, and emerging threats, delivering system security consultation to owners, system owners, and developers.
- Utilize established information to maintain security process coordination within the Department's lifecycle management and governance processes.
- Head teams performing cybersecurity functions such as encryption, access control, and identity management to reduce exploitation opportunities.
- Coordinate with system architects and developers to oversee design solutions, system security controls, and countermeasures, including the development of new cybersecurity tools and technologies.
- Develop supporting documentation on risk analyses, feasibility studies, and trade off analyses to refine functional requirements and maintain technical security baselines.

Requirements
Conditions of employment

Qualifications
- The Leadership Track spans a range of career levels. In this recruitment, DHS may hire at higher or lower levels with corresponding salary ranges.
- Have between 5 and 15 years of cybersecurity work experience.
- Have between 0 and 5 years of cybersecurity leadership experience.
- Be capable of serving as a seasoned cybersecurity manager who oversees multiple DHS or Federal cybersecurity programs or DHS organizations, including employees and contract resources, through subordinate managers.
- DHS Cybersecurity Service employees with a technical capability in Cybersecurity Engineering will generally:
- Conduct software, hardware, and systems engineering to develop new and refine existing technical capabilities, ensuring full integration with security objectives, principles, and processes.
- Build practical solutions in full consideration of lifecycle costs, acquisitions, program and projects, management, and budget.
- Identify engineering requirements for, and ensure interoperability of, internal and external systems.
- Demonstrate strategic risk understanding, considering impact of security breaches or vulnerabilities in every aspect of the engineering process.
- Stay current on emerging technologies, and their applications to current and emerging business processes (e.g., cloud, mobile) to identify and recommend methods for incorporating promising technologies to meet organizational cybersecurity requirements.
