Engineer - Electrical

The City of Portland Water Bureau is establishing a lateral transfer list for an Engineer - Electrical role (30000366). This position will support the Design Section with advanced electrical engineering work centered on instrumentation and control (I&C) for water service infrastructure projects, with design support extending through construction.

The Position

Work Schedule: Monday to Friday, 40 hours per week.

Work Location: Hybrid work based at 1120 SW Fifth Avenue, Portland, OR. Remote work must be performed within Oregon or Washington.

Division and Team

The Water Bureau is hiring an Electrical Engineer in the Design Section of the Engineering Services Group (ESG). The ESG plans, designs, and constructs capital improvement, developer, and interagency projects using both in-house and contracting services.

Responsibilities

• Design electrical and I&C systems for water service infrastructure installations, including pump stations, wells, buildings, and tanks.
• Investigate existing conditions and installations to support updates to electrical and I&C infrastructure.
• Review engineering consultant designs and ensure designs incorporate local and state codes and Water Bureau Standards.
• Coordinate with the Operations Group to confirm electrical and I&C designs meet expected functionality, capacity, and connectivity.
• Advise on cost effective alternatives for design options and review estimates for design projects.
• Collaborate with the Construction Group by reviewing electrical and I&C submittals, responding to RFIs, and providing on-site input as needed during installation.
• Complete electrical calculations and technical reports, including short circuit study, arc flash hazard analysis, overcurrent protection coordination study, electrical load calculations, and conduit fill.

Requirements

• Hold regular status in this classification.
• Have passed the probationary period.
• Hold limited duration status in this classification.
• Possess a license to practice as a registered Professional Electrical Engineer, or possess an FE Certificate and be qualified to obtain the Oregon Professional Electrical Engineer license within six months after hire.
• Knowledge and experience applying electrical engineering theory, principles, practices, materials, costs, construction techniques, current trends, regulations, standards, and equipment relevant to electrical system design.
• Ability to apply administrative practices, including planning, managing, and coordinating work of field, professional, technical, and consultant staff across multiple engineering projects.
• Ability to perform difficult technical research by analyzing complex electrical and mathematical problems, evaluating alternatives, recommending effective courses of action, and communicating technical information in written and verbal formats to technical and non-technical audiences, including policymakers and the public.
• Experience with Controls Communications Protocols, including Radio and Fiber Optic Communications.
• Experience applying engineering planning, design, construction administration, and project management principles and techniques.
• Possess a valid state driver’s license with an acceptable driving record, as operation of a City vehicle is required.

Additional Position Details

• Work will focus on advanced professional electrical engineering with an emphasis on instrumentation and control (I&C) engineering.
• The role advances assigned projects and provides technical support to staff, including consultants and contractors, to meet project goals and objectives.
• Experience with water treatment and distribution systems is highly desirable but not required.
• The classification is represented by Professional and Technical Employees Local 17 (Protec 17).
• Applicants currently holding a Professional Engineering license are required for consideration. The bureau may consider EIT/FE candidates who can sit for the PE exam and obtain licensure within six months of hire.

Compensation

Salary Range: USD 56 - 69 per hour.
