Job Description

The Facilities Engineer, focused on Facility Operations, delivers engineering support for West Virginia University campus electrical systems. This role combines troubleshooting, design and analysis, and lifecycle planning with support for capital projects, standards development, and technical guidance to promote safe, reliable, efficient operations.

Responsibilities

  • Investigate equipment failures and customer complaints; conduct root cause analysis and implement corrective actions.
  • Deliver engineering expertise for troubleshooting, design, and maintenance of electrical systems and supporting infrastructure.
  • Analyze electrical systems, medium voltage substations and distribution, switchgear, motor control centers, and facility transformers to support safety, reliability, efficiency, and compliance with codes and standards.
  • Monitor system performance and recommend upgrades, technologies, and strategies to improve reliability, efficiency, and lifecycle costs.
  • Interpret technical drawings, specifications, and field conditions to confirm correct installation and operation.
  • Plan, assess, and support campus medium-voltage electrical distribution systems, including data collection and operational analysis.
  • Develop long-term solutions, capital improvement plans, and deferred maintenance strategies, including cost estimates and replacement analysis.
  • Support capital project planning through scope development, facility assessments, and design reviews, including recommended electrical strategies and equipment.
  • Develop and maintain engineering standards, design guidelines, and standard operating procedures to support consistent practices.
  • Plan, coordinate, and manage electrical projects to meet scope, schedule, budget, and quality objectives.
  • Facilitate communication across stakeholders to resolve issues, track progress, and maintain alignment.
  • Coordinate with internal teams, contractors, consultants, and regulatory agencies.
  • Oversee installation, testing, and commissioning to ensure compliance with codes and design specifications.
  • Monitor project performance and support timely, cost-effective completion.
  • Maintain project documentation, records, and reporting systems.
  • Support permitting, procurement, and project closeout activities, including punch lists and O&M manuals.
  • Conduct facility audits and system evaluations to support operational performance.
  • Supervise staff and contractors as assigned.
  • Develop and deliver training for Facilities Management staff covering electrical systems, safety, switching, and troubleshooting.
  • Create and maintain training materials, procedures, and best practices.
  • Support development of policies and procedures related to electrical system operations and maintenance.

Requirements

  • Bachelor’s degree in electrical engineering (or equivalent education and work experience), with emphasis on medium voltage distribution or construction management.
  • Minimum of 3 years in Facilities Engineering with focus on electrical infrastructure, electronics, and integration of various infrastructure components.
  • Any equivalent combination of related education and/or experience will be considered.
  • All qualifications must be met by the time of employment.
  • Valid Driver’s License.

Qualifications (Knowledge, Skills & Abilities)

  • Strong ability to conceptualize electrical systems and operations in their entirety while recognizing the detailed impacts of human, financial, and material resources.
  • Expert-level understanding of electrical systems, including principles and strategies.
  • Strong computer skills, including Word, Excel, Access, PowerPoint, and AutoCAD.
  • Basic understanding of architectural, engineering, and construction principles related to regulatory codes governing building design, construction, and operation.
  • In-depth knowledge of construction management, including planning, design coordination, estimating, specifying materials, material procurement, scheduling, budgeting, and project coordination.
  • Strong oral and written communication skills to work with University offices, vendors, and contractors to resolve facility issues from request through completion.
  • Ability to manage multiple tasks under stressful conditions.
  • Organizational skills to document and resolve facility issues, including correspondence with engineers, vendors, and customers.
  • Demonstrated ability to interpret, create, and edit technical drawings and documentation.
  • Demonstrated ability to interpret state and local building codes, Americans with Disabilities Act Standards, and Environmental Health and Safety regulations.
  • Demonstrated ability to prepare bid specifications and/or detailed specifications for equipment procurement.
  • Knowledge of materials, methods, and tools used to troubleshoot facility electrical issues.
  • Knowledge of business and management principles involved in strategic planning, leadership techniques, and coordination of people and resources.
  • Ability to consider relative costs and benefits to select appropriate actions.
