I&C Control System Engineer - Principal
Job Description
Delan Associates, Inc is seeking a Principal I&C Control System Engineer to lead advanced engineering on EPC projects from an onsite base in Aiken, SC. This role provides the chance to shape technical direction, guide multidisciplinary teams, and collaborate closely with clients, vendors, and project management to deliver robust control systems.
Responsibilities
- Oversee a defined project area as the engineering discipline representative, ensuring technical accuracy across all project phases.
- Assume a lead role on assigned projects, handling engineering tasks of advanced complexity.
- Under the Discipline Lead Engineer, provide guidance and supervision to other engineers and designers.
- Evaluate and independently recommend technically sound solutions aligned with project requirements.
- Develop and review specifications and design criteria.
- Perform analyses and calculations, specify materials, equipment and systems, and resolve complex technical problems.
- Coordinate technical issues with other disciplines, project management, vendors, and clients.
- Execute work in line with the Project Quality Plan and project procedures.
- Work within approved project scope, cost, and schedule baselines.
- Develop and review estimates, schedules, and progress reports, including effort-hour estimates and staff forecasting.
- Establish and monitor material quantities, providing analysis and forecasts.
- Provide technical support for equipment and material procurement and subcontracting, including scopes of work, technical bid evaluations, and vendor submittal reviews.
- Support construction administration activities, including responses to RFIs and field changes.
- Perform other duties as assigned.
Requirements
- U.S. Citizenship required.
- Bachelor of Science in Control Systems Engineering, Electrical Engineering, Chemical Engineering or related engineering field, plus at least 15 years of relevant experience.
- Professional Engineer (PE) license.
- Working knowledge of applicable federal (including DOE orders), state, and local codes and standards.
- Strong communication skills with audiences including project management, coworkers, clients, vendors, and subcontractors.
- Job-related technical knowledge necessary to complete the duties of the role.
- Advanced knowledge of discipline codes and standards.
- Ability to work in compliance with local, state, and federal codes, statutes, and guidelines.
- Attention to detail and the ability to work in a time-conscious and time-efficient manner.
- Intermediate computer skills, including word processing, email, spreadsheets, and electronic presentations.
- Significant experience delivering Engineering, Procurement, and Construction (EPC) services on large industrial projects.
- Proficiency executing large EPC projects with engineering analysis, 3D modeling, and 2D CAD automation tools in a multi-discipline environment.

Discipline Specific Requirements
- Perform a broad range of I and C design activities, including control system architecture, digital systems, PLC and DCS design, network configuration, logic development, switches, process controls, P&ID development support and review, HMI, communication protocols, routing and layout, SIL considerations, and procurement activities.
- Conduct control system sizing calculations for control valves, relief valves, flow elements, thermowells, and other instrumentation.
- Create instrument indices and datasheets, generate reports, and monitor wiring and loop development in the Intergraph SPI database.
- Develop complex control systems narrative specifications and installation requirements.
- Develop control system logic diagrams and cause and effect diagrams.
- Represent control systems in model reviews and monitor 3D modeling produced by the design group using review software.
- Review and audit specifications for DCS, PLC, and SIS hardware and software applications.
- Monitor DCS, PLC, and SIS designs developed by the design group.
Preferred Qualifications
- Advanced knowledge of material availability and cost.
- Experience designing systems for nuclear facilities under ASME NQA-1 requirements.
- Proven ability to manage and lead large projects.
- Proficiency in project setup, control-level scheduling, progress reporting, and close-out.
- Practical field experience.
- EPC project experience in DOE or other U.S. Federal Government contexts.
- Experience with nuclear facilities under a nuclear quality assurance program.
- Experience in manufacturing, pharmaceutical, or biotechnology environments.
- Proficiency with Bentley MicroStation, AutoCAD, and Intergraph SPI.
- Experience specifying instrumentation and handling control systems procurement.
- Ability to interpret P&ID representations and identify problems in control systems depiction.
- Experience developing control strategies and representing them on P&ID drawings.
- Knowledge of safety requirement specifications for Safety Instrumented Systems (SIS).
- Practical experience in Layer of Protection Analysis (LOPA) and Hazard and Operability (HAZOP) reviews, including SIL assignment.
- Experience with SIL verification calculations and commissioning and startup of DCS, PLC, and SIS systems.
EPC Project Experience
- U.S. Department of Energy or other U.S. Federal Government Agency projects.
- Nuclear facilities operating under a nuclear quality assurance program.
- Manufacturing, pharmaceutical, or biotechnology sectors.
Advanced Knowledge
- Specifying instrumentation and control system procurement.
- P&ID representation, recognizing and reporting issues related to control systems on P&ID drawings.
- Developing control strategies and representing them on P&IDs.
- Safety requirement specifications for Safety Instrumented Systems.
- LOPA and HAZOP methodology, SIL assignment, and SIL verification calculations.
- Commissioning and startup experience for DCS, PLC, and SIS installations.
