Project Manager / Licensed Professional Engineer
Job Description
ROV Engineering Services, PSC seeks a seasoned Project Manager and Licensed Professional Engineer to lead infrastructure initiatives in Puerto Rico as an independent contractor. The role is onsite in Guaynabo and centers on coordinating program leads, supervising engineering work and consultants, and serving as the Engineer of Record on transportation projects.
Responsibilities
- Provide support to the Program Manager while coordinating with other project leads to maintain alignment across initiatives, ensuring milestones are met and risks are identified early.
- Oversee all engineering activities, including management of project consultants and technical studies required by PRHTA, ensuring quality deliverables and regulatory compliance.
- Manage multiple projects within one or more programs from initiation through planning, execution, monitoring, and closure, ensuring alignment with organizational goals, schedules, and budgets.
- Draft RFPs and define Scopes of Work for design projects, coordinating with stakeholders to capture project objectives and performance criteria.
- Lead the evaluation of change order requests from design consultants and present recommendations to the Program Manager or PCPM Director, including assessment of cost, schedule, and technical impact.
- Act as Engineer of Record, providing technical leadership and sign-off on design and engineering documents as required.
Requirements
- Senior transportation engineering leader with 8+ years of experience in project management and design oversight for transportation projects.
- Proven track record in roles with responsibilities similar to an Engineering Manager on transportation projects, including management of multidisciplinary teams and consultant work.
- Professional working proficiency in Spanish and English, enabling effective communication with local and international stakeholders.
Compensation
Hourly rate: USD 80. The employer is committed to matching your current compensation and may offer an increase ranging from 15% to 30%, depending on experience and qualifications.
