Electrical Engineer/CM
Job Description
Cockram Construction is seeking an Electrical Engineer/CM to support the Construction Management Team for a Data Center Project in Youngstown, OH. This on-site role focuses on oversight, coordination, and quality assurance across electrical distribution systems, commissioning support, and turnover documentation.
Key Responsibilities
- Oversee the installation and coordination of Electrical Distribution Systems, ensuring alignment with project specifications, budget constraints, and timeline requirements.
- Provide oversight for High/Medium/Low Voltage installations.
- Confirm that incoming power feeds, substation interfaces, transformers, switchgear, generators, UPS systems, Power Distribution Units (PDUs), and Remote Power Panels (RPPs) meet approved engineering designs and client standards.
- Review electrical contractor submittals to verify equipment and materials meet project requirements and specifications.
- Review and approve shop drawings, single-line diagrams (SLDs), technical submittals, and RFIs with the Design Team to support compliance with project requirements.
- Ensure installations comply with applicable standards and regulations, including local electrical codes (e.g., NEC), IEEE, and NFPA guidelines, with emphasis on NFPA 70E for arc flash safety and related environmental regulations.
- Support receive and inspection activities for electrical equipment delivered to site.
- Monitor electrical subcontractors to ensure work is executed according to baseline construction schedules and specifications without compromising quality.
- Review and validate monthly contractor progress billings, material and equipment deliveries (including long-lead items such as transformers and switchgear), and schedule milestones.
- Assess the technical necessity and cost impact of proposed electrical change orders to help prevent unnecessary scope expansion or price inflation for the owner.
- Monitor on-site construction activities and ensure contractors work safely in line with the SWMS/JSA for the tasks being performed.
- Support the Construction Management Safety Team to maintain safety as a primary focus during contractor work.
- Manage LOTO (lock-out/tag-out) systems and procedures for electrical systems.
- Serve as the primary technical contact with local electrical power utilities for service connection, substation energization, and testing phases.
- Oversee safe energization sequences, LOTO protocols, and on-site high-voltage safety procedures.
- Ensure turnover packages are complete by verifying as-built drawings, operations and maintenance (O&M) manuals, spare parts inventories, and factory test reports are compiled and transferred to facility operations.
- Support the Commissioning Team throughout commissioning phases, including Mechanical Completion, Walkdowns, and Site Acceptance Tests.
- Witness and sign off on full-load, failure-mode, and heat-soak testing to support reliable failover across redundant power paths.
- Perform regular field walks to identify installation deficiencies, manage QA/QC punch lists, and confirm corrective actions prior to final handover.
Requirements
- Bachelor’s degree in electrical engineering or a related field.
- Minimum 5 years of experience in electrical construction management or engineering roles within the construction industry.
- Experience in the data center industry is highly desired.
- Proficient knowledge of electrical distribution equipment and systems.
- Strong understanding of construction processes, techniques, and project management principles.
- Excellent communication, interpersonal, and leadership skills.
- Ability to operate effectively in a fast-paced environment and manage multiple tasks concurrently.
- Demonstrated problem-solving abilities and attention to detail.
- Familiarity with AutoCAD, Revit, and other relevant software tools is preferred.
