Software Engineer - Cloud/GovCloud
Job Description
ICF is seeking a mid-level Software Engineer to help deliver secure, mission-critical applications for the Defense Counterintelligence and Security Agency (DCSA), including work in AWS GovCloud. This remote role supports full lifecycle development in an Agile environment, with collaboration across product, architecture, cybersecurity, and DevSecOps teams.
Pay range: $81,499 - $167,644 per year. Location: Reston, VA 20190 (remote). A nationwide remote office (US99) applies.
What you’ll do
- Participate in all phases of the Software Development Lifecycle (SDLC), including requirements analysis, design, development, testing, deployment, and sustainment of secure applications.
- Design, develop, and maintain applications using Java, Kotlin, and TypeScript to support scalability, performance, and maintainability.
- Develop and optimize database solutions leveraging Oracle and Microsoft SQL Server, focusing on data integrity, performance, and security.
- Build and support cloud-based solutions in AWS GovCloud, troubleshooting issues across cloud services and system integrations.
- Collaborate in an Agile environment with product owners, architects, cybersecurity, and DevSecOps to turn requirements into high-quality software.
- Perform code reviews, unit and integration testing, and debugging to meet quality, security, and compliance expectations.
- Create and maintain technical documentation reflecting system architecture, software design, and implementation details.
- Support compliance with federal regulations, DoW policies, and security requirements.
- Prepare and deliver executive-level briefings, status reports, and performance updates to government stakeholders and corporate leadership.
- Maintain a positive, results-oriented work environment by building partnerships with internal and external partners.
What you’ll bring
- Active Top Secret Clearance (interim TS will be considered).
- 2+ years supporting the full SDLC, including design, development, testing, and deployment of secure, enterprise-level applications.
- Hands-on development experience with Java or Kotlin and TypeScript, with strong object-oriented design principles and modern development frameworks.
- Experience with Oracle and/or Microsoft SQL Server, including writing and optimizing queries and ensuring data integrity.
- 2 years’ experience working on or around AWS cloud platforms, with experience supporting AWS GovCloud or other secure cloud environments.
- Familiarity with Agile methodologies, including code reviews, version control, and CI/CD pipelines.
- Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related technical field.
- Analytical and problem-solving skills, strong decision-making, and effective communication at all business levels.
- Ability to self-organize, prioritize, and conduct research across multiple projects under tight deadlines in a fast-paced environment.
Work details
- Remote: ICF monitors employee work locations and blocks access from foreign locations/foreign IP addresses, and also prohibits personal VPN connections.
- Travel: You may be asked to travel once a quarter to an office or client site.
- Core work hours: 8am to 5pm Eastern Time, with flexibility to start earlier or work later based on your time zone.
