Engineer Senior Project Management
Job Description
This on-site Senior Project Management role with the Virginia Department of Transportation in Suffolk, VA offers the opportunity to lead design and contract planning for highways and related projects. You will oversee preliminary, right-of-way, and final contract plans, manage Interstate and Primary design programs to deliver on time and on budget, and provide project management services for both VDOT and Locally Administered urban area projects. You will collaborate with VDOT staff, local governments, consultants, citizens, and FHWA to advance transportation initiatives. The position emphasizes applying new design technology, strong customer service, and engineering leadership.
Responsibilities
- Oversee design and preparation of preliminary, right-of-way, and final contract plans for a broad range of highway, structure, drainage, and environmental projects.
- Monitor and direct work activities and resources needed to complete assigned projects.
- Manage Interstate and Primary design projects to ensure on-time, on-budget delivery.
- Provide project management services for VDOT and Locally Administered urban area projects.
- Maintain proficiency in new design technology and construction methods while delivering exceptional customer service.
- Apply engineering expertise in assigned program areas and propose solutions to project issues.
- Communicate with internal VDOT staff, local government staff, consultants, citizens, and FHWA regarding transportation projects and programs.
- Assist in developing, implementing, and monitoring policies, procedures, guidance, and practices for engineering projects and programs.
- Engage with customers internal and external to VDOT, including local governments, elected officials, citizen groups, and FHWA, to share updates and gather input.
- Participate in or oversee engineering studies; collect and analyze data; prepare reports, recommendations, and technically sound solutions; prepare formal correspondence and presentations.
- Assist in developing policies and practices that reflect proactive program management.
- Identify and implement process improvements; monitor compliance with policies, procedures, and applicable laws and regulations.
- Organize work and maintain documentation to meet schedule and VDOT standards.
- Lead or participate in project teams; ensure timely communications and technically accurate information; address challenges to enhance team performance.
- Fulfill duties as responsible charge engineer in accordance with policies and the Code of Virginia.
- Develop roadway design for diverse transportation projects and provide technical direction in applying VDOT standards and procedures.
Requirements
- Degree in Civil Engineering or related field.
- Knowledge of basic structural design and civil engineering principles related to roadway design and standard design technical knowledge.
- Skills in applying roadway design principles, safety considerations, and related standards.
- Ability to build and maintain networks with employees, field staff, contractors, manufacturers, and FHWA representatives.
- Proven ability to deliver exemplary customer service and manage transportation design projects including scope, schedule, and estimates.
- Strong planning and scheduling skills for diverse teams.
- Valid Professional Engineer license.
- Certification as a Project Management Professional.
- Experience designing complex transportation projects and performing report writing, evaluation, research, and training.
- Ability to apply advanced engineering principles to complex transportation projects and to communicate effectively with diverse audiences, including presenting and leading meetings.
- Ability to develop working relationships at all organizational levels and to make independent decisions while managing multiple assignments.
- Capability to interpret and apply local, state, and federal transportation laws, regulations, and guidelines; read and interpret plans, contracts, specifications, and regulations.
- Knowledge of federal, state, and local laws, codes, ordinances, and policies pertaining to transportation engineering; financial management for budgeting and cost estimation; project management processes; and strategic, operational, and financial management principles.
- Strong interpersonal skills and the ability to interact professionally with the public and government officials; effective negotiation abilities.
- Proficiency in computers and engineering software.
- Thorough knowledge of roadway design principles, safety considerations, construction methods, standards, specifications, and materials.
