Job Description

The State of Delaware’s Department of Technology & Information (DTI) is seeking a Senior Software Engineer in Dover, DE (hybrid) to support complex, multi-tier government systems. In this role, you will plan and deliver software end to end, from requirements and design through coding, testing, debugging, integration, and documentation, while working within a multidisciplinary team.

You will also evaluate user requests for new programs, enhancements, and system integration needs, including off-the-shelf solutions, and help drive feasibility, cost, and timing decisions through research and detailed estimates.

Responsibilities

  • Lead planning, requirements, design, coding, testing, debugging, system integration, and documentation for software components in complex, multi-tier government systems
  • Evaluate user requests for new programs, modifications to existing programs, and integration of off-the-shelf products
  • Conduct research and gather relevant data to determine feasibility, appropriateness, and required cost and time
  • Prepare detailed estimates to support approval to proceed
  • Prepare detailed program specifications
  • Develop software according to approved specifications, and test and debug programs to deliver quality applications
  • Create system and user documentation
  • Monitor ongoing program and system performance
  • Provide training and mentor less experienced team members
  • Report to the Application Development Manager for the specific application area

Minimum Requirements

  • Minimum 2 years’ experience supervising a team of technical developers
  • Minimum 4 years’ experience developing large-scale public facing dynamic Java web applications (Java SDK, Java EE) including the complete software development lifecycle
  • Minimum 4 years’ experience developing Spring Boot and Angular Java Web applications

Selective Requirement

  • Applicant must possess a high school diploma or GED

Preferred Qualifications

  • Bachelor’s degree preferred, with emphasis in Computer Science, Information Technology, Telecommunications, Networks, Security, I/T Discipline, or a related field
  • Professional certifications commensurate with advanced to expert technical capabilities
  • Minimum 4 years’ experience in web application security standards and best practices for developing secure web applications
  • Minimum 4 years’ experience in maintenance, configuration, and security of applications, databases, SOAP, REST, API, and other middleware
  • Minimum 4 years’ experience in IT industry standards and best practices for systems and software development
  • Minimum 1 year of experience working with Microsoft Office applications and virtual meeting tools

Conditions of Hire
