Job Description

Build safer, stronger transportation infrastructure with the Virginia Department of Transportation (VDOT) as a senior structure and bridge supervisor. This onsite role in Mechanicsville, VA combines responsible-charge engineering, project leadership, and technical mentorship to support new construction, maintenance, and rehabilitation of structures and bridges across VDOT projects.

You will oversee evaluation, design, detailing, construction support, and technical reporting, while supervising engineers and technicians and coordinating closely with internal teams, stakeholders, consultants, and FHWA representatives.

Responsibilities

  • Serve as the responsible-charge engineer for evaluation, design, and detailing of structures and bridges of varying types and complexities for new construction, maintenance, and rehabilitation projects.
  • Supervise engineers and technicians to support analysis and design efforts that enable production, coordination, and implementation of structure and bridge plans.
  • Check statically determinate and indeterminate concrete and steel structures to meet alignment, dimensional, strength, and economic requirements using AASHTO specifications to prepare plans.
  • Compute dimensions and quantities of materials.
  • Provide construction support and direction for construction and maintenance of structures and bridges.
  • Prepare preliminary and final bridge and structure designs in compliance with AASHTO and VDOT specifications, including bridge plans, sketches, and structural drawings.
  • Check structural plans prepared by others and ensure shop plans meet AASHTO and VDOT requirements, are geometrically correct, and satisfy project design needs.
  • Investigate conditions of existing structures and assist in developing scope for bridge rehabilitation proposals.
  • Analyze structures for safe load-carrying capacity and perform structural calculations to ensure soundness and compliance.
  • Lead project work across functional areas, including planning, supervising, organizing, monitoring, and directing staff and resources.
  • Coordinate with management, stakeholders, customers, and key individuals throughout VDOT, including communications with internal staff, local government staff, consultants, citizens, and FHWA.
  • Respond to technical inquiries from employees, the public, local government agencies, stakeholders, and special interest groups.
  • Lead and participate as team and technical lead on projects and proposals, including preparation and review of technical reports.
  • Provide frequent management reports covering staff assignments, project status, and unresolved issues requiring decisions.
  • Schedule, lead, and participate in pre-construction conferences, contract showings, and structure and bridge construction meetings.
  • Oversee project activities, maintain project records and correspondence, and attend project meetings to provide and receive progress updates.
  • Fulfill responsible-charge duties in compliance with VDOT policies, procedures, and the Code of Virginia, including assigning projects, monitoring progress, and providing guidance.
  • Promote training and development, including coaching and technical guidance related to bridge construction activities and issues.
  • Document occurrences for future reference and participate in meetings to ensure bridge-related issues are presented.

Requirements

  • Valid Professional Engineer’s license.
  • Degree in Civil Engineering, Structural Engineering or related field.
  • Knowledge of civil engineering principles and practices for transportation and highway engineering, including structural engineering concepts such as strength of materials, statics, and structural analysis.
  • Knowledge of local, state, and federal transportation rules, regulations, specifications, and standards.
  • Knowledge of specifications, codes, and regulations related to structural design, including AASHTO and LRFD structural design standards.
  • Knowledge of structural steel design, reinforced and prestressed concrete design, and soil mechanics.
  • Knowledge of project management practices and principles.
  • Knowledge of supervisory principles and practices, including performance management and discipline.
  • Ability to analyze data, draw logical conclusions, document results and recommendations.
  • Ability to apply advanced engineering planning principles to complex transportation projects.
  • Ability to lead, coach, and effectively train professional and technical staff.
  • Ability to communicate effectively orally and in writing with diverse audiences and make presentations and conduct meetings.
  • Ability to interpret construction plans and design specifications and develop solutions from analysis, including independent decision-making and managing multiple assignments.
  • Ability to manage projects and review and administer consultant design contracts.
  • Ability to manage financial resources.
  • Ability to perform duties within an electronic data and communication environment.
  • Ability to plan and schedule work effectively and conduct studies and prepare reports independently.
  • Ability to produce structural design plans and notes, read and understand engineering plans, and supervise staff, programs, and budgets.
  • Ability to estimate quantities and costs of materials.
  • Ability to use computers and software applications, including engineering software and analysis tools.
  • Skill in leadership coaching, counseling, and training others in planning and scheduling work of diverse teams.
  • Skill in negotiating.
  • Skill in providing and promoting good customer service to internal and external customers and recognizing employee development needs.
  • Skill in application of time management principles and practices.

Additional Considerations
