Engineer Sr Supervisor Locally Administered Projects (LAP)
Job Description
Based in Bristol, VA, this senior role oversees Locally Administered Projects (LAP) and Special Funded district initiatives for the Virginia Department of Transportation. The position provides leadership, project management, and cross-agency coordination with localities, VDOT staff, and FHWA to ensure timely delivery and adherence to budgets.
Responsibilities
- Act as the designated responsible charge engineer for LAP and Special Funded district projects, collaborating with localities and VDOT staff to ensure alignment with on-time, on-budget objectives.
- Assess and define the annual Transportation Alternatives program applications, contributing to statewide policy and program management discussions with colleagues involved in the LAP program.
- Supervise and train professional engineering and technical staff.
- Plan, develop, coordinate, and monitor engineers responsible for technical reviews, analyses, and approvals of engineering activities.
- Provide cross-functional project leadership across department lines.
- Guide project management activities, including planning, supervision, organization, monitoring, and directing work and resources.
- Coordinate activities with management, stakeholders, customers, and key personnel throughout VDOT.
- Communicate with internal VDOT staff, local government staff, consultants, citizens, and FHWA regarding transportation projects and programs.
- Lead a team of engineers and technicians; assign projects and tasks, monitor progress, and promote professional development opportunities.
- Respond to technical inquiries from employees, the public, local government agencies, stakeholders, and other groups; maintain timely communications and strong working relationships to disseminate vital project information.
- Identify and drive section improvements; develop strategies to improve quality, customer satisfaction, and efficiency.
- Provide leadership to the assigned engineering team; deliver technical support to other divisions or districts as needed; prepare and review technical reports; act as project team lead for projects and proposals; offer recommendations on technical aspects of the program.
- Oversee the District Transportation Alternatives Program, ensuring quality control during development and delivery, maintaining schedules and budgets, and delivering projects on time and within budget while managing multiple projects.
- Prepare regular management reports documenting staff task assignments, project status, and unresolved issues requiring direction or decisions.
- Identify causes of schedule delays, propose solutions and implementation timelines; report progress to the Project Sponsor, VDOT Executive Management, and other stakeholders; perform quality control during product and service development and delivery; keep schedules and estimates current in the iPM system.
- Fulfill duties as the responsible charge engineer in compliance with policies, procedures, and the Code of Virginia.

- Knowledge of roadway design criteria, hydraulics, construction methods, standards, specifications, and materials, ensuring compliance with VDOT standards and procedures.
- Knowledge of local, state, and federal transportation rules, regulations, specifications, and standards.
- Knowledge of project management practices and principles.
- Knowledge of strategic, operational, and financial management principles and techniques.
- Knowledge of supervisory principles and practices including performance management and discipline.
- Skill in leadership coaching, counseling, and training to plan and schedule work for diverse teams.

- Knowledge of Virginia Enhancement Program guidelines, including federal and state funding, environmental, and civil rights requirements for locally administered projects.
- Project Management Professional (PMP) certification.
Education
Degree in Civil Engineering or a related field.
