Job Description

Chang Chun Arizona LLC offers a benefits-forward, safety-first engineering environment with a hands-on, onsite Instrument & Electrical Engineer role in Casa Grande, AZ. You will lead the design, procurement, construction, and ongoing maintenance of instrument and electrical equipment and automation process control infrastructure at the site, collaborating across disciplines to keep projects on schedule and compliant.

Responsibilities

  • Confirm Basic Engineering Design Data (BEDD), including instrument data sheets and electrical equipment load lists.
  • From BEDD, request quotes and manage procurement of instrument and electrical equipment; conduct vendor Technical Bid Evaluations and Commercial Bid Evaluations, preparing technical clarifications and achieving manager approval for TBE and CBE.
  • Provide BEDD and vendor drawings to design teams to complete engineering work such as Single Line Diagram, Power Layout, Cable Schedule, and Instrument IO List.
  • Maintain version control of engineering drawings to ensure construction uses the latest revisions.
  • Code and program process control through DCS systems.
  • Track the manufacturing status of electrical and instrument equipment to align with the construction schedule.
  • Coordinate with logistics for storage management and equipment turnover to contractors.
  • Read and interpret engineering drawings to support quality assurance.
  • Conduct field observations and inspections to monitor performance, progress, and contractor quality; resolve design compliance issues with contractors.
  • Use measuring tools to verify construction conformance, including grounding tests, insulation tests, loop tests, and parameter settings.
  • Prepare construction reports to trace progress and status.
  • Lead start-up commissioning activities and supervise technicians with clear work assignments.
  • Coordinate with Process, Piping, Civil, Architecture, and Procurement interfaces to manage multidisciplinary collaboration.
  • Address daily instrument and electrical equipment issues, including adding devices, alterations, troubleshooting, repairs, automation programming, preventive maintenance, and spare parts management.
  • Identify critical instrument and electrical equipment and define preventive maintenance plans to support Mechanical Integrity (MI). Oversee maintenance to meet schedules and minimize downtime.
  • Interpret test results and implement corrective actions for instrument and electrical systems.
  • Review and update Work Instructions according to operating and maintenance requirements and technical data.
  • Perform Job Safety Analysis to identify hazards and establish control measures.
  • Collaborate with Production to meet quality and safety audit requirements from customers or regulatory bodies.
  • Serve as initial responder when production lines stop, ensuring on-site instrument and electrical support.
  • Apply root-cause analysis to troubleshoot issues and prioritize corrective actions to minimize downtime.
  • Complete SAP documentation and related paperwork; maintain equipment specifications for purchasing, installation, operation, and maintenance.
  • Conduct Kick Off Meetings with vendors and document Minutes of Meeting to clarify issues and track progress.

Requirements

  • Bachelor’s degree in Electrical Engineering from an accredited four-year college or university.
  • 3 to 5 years of Electrical Engineering experience in a heavy manufacturing or chemical processing environment (including internships).
  • Practical knowledge of electrical equipment operation, troubleshooting, and repair for 12.47 kV medium voltage, 480 V low voltage systems, transformers, generators, DC chargers, MCCs, motors, and UPS systems.
  • Strong understanding of electrical safety practices.
  • Experience with instrumentation such as Flow, Level, Pressure, Thermal, pH, Conductivity transmitters.
  • Knowledge of process control systems including DCS and PLCs; automation programming experience preferred.
  • Team management experience preferred.
  • Willingness to work off shifts and overtime as needed; on-call during operation phase.
  • Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint).
  • Excellent communication skills and ability to interact effectively across diverse teams.
  • Commitment to process safety, ergonomics, OSHA, environmental regulations, and applicable codes.
  • Ability to make decisions and recommendations with minimal supervision.
