Responsibilities
- Develop and implement district operations policies and procedures.
- Support the execution of the district staffing plan.
- Assist in preparing the biennium budget and monitor expenditures.
- Recommend and prepare contracts or agreements with contractors, government entities, and the public.
- Oversee the district's fleet of construction vehicles.
- Represent the district at public input meetings and hearings.
- Assume district administration duties in the district engineer’s absence.
- Assist in reviewing and preparing district comments on concept reports.
- Participate in all phases of project development and propose design changes as needed.
- Lead engineering solutions for unusual and non-routine construction and maintenance challenges when needed.
- Contribute to the selection and oversight of consulting engineering services; monitor performance.
- Negotiate with contractors when required.
- Monitor current conditions of district highways.
- Assist in determining major priorities, load restrictions, material and equipment needs, and annual seal coat and striping programs.
- Take on district maintenance responsibilities during emergencies if directed by the district engineer.
- Conduct necessary public relations activities.
- Resolve problems and complaints from the public, contractors, or other agencies.
- Coordinate with other divisions and districts on construction and maintenance activities.
- Provide input on scheduled work and project prioritization.
- Maintain priority lists of improvements and manage district construction staffing plans.
- Assign staff to projects and determine which initiatives are DOT-led versus consultant-led.
- Negotiate, review, and approve consultant scopes, fees, and payment requests.
Requirements
- Registration as a professional engineer in North Dakota.
- Three years of supervisory or administrative transportation engineering experience.
