Principal Civil Engineer – Land Development

EKA Associates, P.A. is seeking an experienced Principal Civil Engineer – Land Development to lead land development design and technical execution for residential, commercial, and mixed-use projects across New Jersey. This onsite role in Scotch Plains, NJ combines hands-on engineering ownership with technical leadership, mentoring, and coordination with clients and regulatory stakeholders.

In this position, you will guide project delivery from site planning through stormwater and permitting support, while also contributing to strategic planning and business development activities for the firm.

Key Responsibilities

• Lead the design and technical execution of residential, commercial, and mixed-use land development projects throughout New Jersey.
• Prepare and oversee site plans, grading, drainage, utility, and stormwater management designs.
• Review and approve engineering plans, reports, and permit applications.
• Coordinate directly with clients, municipalities, boards, and regulatory agencies.
• Provide technical leadership and mentoring to engineers, designers, and drafters.
• Manage project schedules, budgets, and client expectations.
• Conduct and oversee stormwater analysis and design using industry-standard software.
• Coordinate with survey, planning, and environmental professionals to deliver integrated project solutions.
• Attend client meetings, public hearings, and agency meetings as needed.
• Assist with strategic planning, business development, and expansion of engineering services.

Requirements

• Active New Jersey Professional Engineer (PE) license required.
• Minimum 8 years of civil engineering and land development experience.
• Strong background in site design, stormwater management, utility design, NJDEP permitting, and municipal and county approval processes.
• Proficiency in AutoCAD Civil 3D and stormwater modeling software.
• Excellent communication and leadership skills.
• Ability to manage projects independently and mentor junior staff.
• Experience attending planning board and zoning board meetings is preferred.

Compensation & Work Details

• Salary: USD 145,000 - 155,000 per yearly
• Location: Scotch Plains, NJ (onsite)
