Professional Civil Engineer (Design Technical Support)
Job Description
Areli is seeking a Professional Civil Engineer (Design Technical Support) to contribute onsite at Ford Island, Hawaii. This role centers on coordinating design efforts, delivering thorough technical reviews, and supporting NAVFAC-funded construction and commissioning activities. The position requires a disciplined, multi-disciplinary approach to design management and a commitment to clear communication with government clients and project stakeholders.
Responsibilities
- Coordinate with team members to execute project scope, schedules, and budgets in conformance with project and customer requirements.
- Facilitate minimization of project delays by providing technical reviews and timely recommendations within predetermined timeframes.
- Research codes, guidance, policies, procedures, processes, criteria and Federal laws and regulations and provide sound technical recommendations both verbally and in writing.
- Apply innovative technical principles, practices and theories to the resolution of technical issues.
- Coordinate with the Government client, NAVFAC team members, leadership, project stakeholders, and various regulatory agencies.
- Coordinate and facilitate meetings, make recommendations based on project requirements, coordinate workflow processes, schedule/coordinate plans of actions and milestones (POAMs) and effectively communicate findings to project personnel.
- Provide written minutes for all meetings.
- Review technical reports, RFIs, designs, design changes for both design-build and design-bid-build projects, project deliverables, submittals, cost proposals from contractors, etc. to ensure compliance with customer and RFP requirements.
- Provide technical support for the review of the commissioning plan, design and construction submittals, and field inspections.
- Provide technical support for the construction field activities.
- Provide summary of accomplishments during weekly meetings and in a prepared monthly status report.
- Field investigations are excluded.
Requirements
- U.S. citizenship is required.
- Security clearance: SECRET (Tier 3) preferred, or the ability to obtain interim clearance prior to onboarding.
- Bachelor’s degree in civil engineering from an accredited engineering college (four-year minimum) and a minimum of six years of design management and/or design experience performing tasks identified herein.
- U.S. Professional Engineer (PE) registration in civil discipline or U.S. Professional Architect (RA) registration in the applicable discipline; e.g., mechanical design technical support requires a mechanical engineering license.
- Completion and passing of the Construction Quality Management (CQM) for Contractors course. If not currently certified, obtain CQM within 90 days after assignment; CQM certification expires after five years.
- Demonstrated knowledge of broad-based engineering principles and the civil discipline.
- Sound understanding of technical concepts, principles and practices applicable to multi-disciplined engineering project design.
- Experience with site layout and grading design; design of water and sanitary sewer systems; stormwater calculations and design; proficiency with AutoCAD Civil 3D.
- Ability to communicate effectively in English, both orally and in writing.
- Experience preparing correspondence, written reports, and briefing management personnel.
- Proof of U.S. citizenship; U.S. or naturalized status.
- Experience using Microsoft Office (Word, Excel, PowerPoint, Outlook) and AutoCAD; ability to adapt to new software such as eCMS, MS Teams and Zoom.
