Senior Structural Engineer, QA/QC Reviewer

Francison Consulting, Inc. is seeking a QA/QC Technical Reviewer, Structural to provide technical review and quality control for LAUSD structural design across K to 12 facilities projects in Los Angeles.

• Technical review of proposed structural plans and specifications submitted by District personnel, consultant teams, or commissioned architects and engineers
• Evaluate submissions for District standards adherence, documentation quality, and overall development quality
• Provide review comments covering structural design coordination with other disciplines and other required technical issues
• Contribute comments, lessons learned, and research to support District design guideline development and maintenance, including:
  • School Design Guide
  • Educational Specifications
  • Guide Technical Specifications
  • Standard Technical Drawings for the Facilities Services Division
• Provide comments and lessons learned to update and maintain District policies and guides for educational facilities design and/or District construction structural specifications
• Support conformance to building codes and safety requirements while improving construction, maintenance, and operation quality and economy
• Coordinate activities with other Design and A/E Technical Support units and related District organizations
• Perform other duties as assigned

Required Qualifications

• 10 years of full time paid professional experience in structural engineering planning, design, and construction of educational facilities
• Bachelor’s degree from a recognized college or university in Structural Engineering or a related field
• Additional qualifying experience may be substituted for up to 2 years of the educational requirement (year for year)
• Valid CA Professional Engineer license issued by the State Board for Professional Engineers and Land Surveyors

Skills and Abilities

• Apply architecture and structural engineering practices to repairs, modernizations, and new construction for K to 12 school buildings
• Prepare and review architectural and structural engineering specifications and related contract documents
• Apply state and local construction standards and codes to school projects, including:
  • California Building Code (CBC)
  • Cal Green Energy Code
  • Occupational Safety and Health Administration (OSHA)
  • American Society of Heating, Refrigerating, and Air Conditioning Engineers (ASHRE)
  • American Society of Testing and Materials (ASTM)
• Understand architectural and structural systems, including building materials and building cost requirements related to:
  • Division of the State Architect (DSA)
  • California Department of Education (CDE)
• Support sustainability requirements including LEED and CHPS
• Apply knowledge of commissioning processes and documentation requirements
• Perform quality assurance/quality control, constructability, and peer reviews for District projects in design and construction
• Provide structural technical review and guidance on product substitutions, deviations from District standards, and structural technical questions from:
  • Owner Authorized Representatives (OARs)
  • Inspectors
  • Design Managers
  • A/E teams
• Provide sustained attention to complex specifications with clear, detailed comments
• Write clear and concise reports and technical descriptions for District engineering standards and project reviews
• Collaborate effectively with commissioned architects and engineers, District personnel, consultant staff, and public agency representatives
• Maintain effective verbal and written communication

Preferred Qualifications

• Valid CA Structural Engineer license by the State Board for Professional Engineers and Land Surveyors

• Salary: $205,000.00 - $210,000.00 per year
