Senior Civil Engineer – Land Development (Project Manager)
Job Description
Robayna and Associates, Inc. is seeking a Senior Civil Engineer – Land Development (Project Manager) to lead complex development projects in South Florida from the onsite office in Miami Lakes, Florida. This role centers on directing design teams, maintaining client relationships, and delivering multi-disciplinary land development efforts across residential, commercial, and industrial sites within Miami-Dade and Broward counties. You will oversee projects from proposal through construction, ensuring technical excellence and timely delivery while mentoring staff and coordinating with a broad network of internal and external specialists.
As the day-to-day lead, you will own scope, schedule, and budget while guiding a team of engineers, designers, and CAD technicians. You will coordinate with our survey and SUE groups and steer projects through the permitting landscape to meet client and agency expectations.
Responsibilities
- Oversee land development efforts from proposal and contracting through design, permitting, bidding, and construction administration
- Lead site civil design tasks including grading, drainage, paving, water and sewer layouts, and stormwater management for residential, commercial, and industrial properties
- Prepare and guide permit submittals through Miami-Dade RER, DERM, WASD, Broward County EPGMD, municipal building departments, SFWMD, FDOT, and FDEP
- Manage and mentor project engineers, designers, and CAD staff; conduct design reviews
- Act as primary client liaison, leading meetings, providing progress updates, and handling requests from clients and agencies
- Coordinate with in-house surveyors, SUE crews, and external consultants (geotech, landscape, MEP, structural)
- Review construction documents, specifications, and contractor submittals
- Manage project budgets, invoicing, and schedules
Requirements
- A bachelor’s degree in Civil Engineering from an ABET-accredited program
- 10+ years of land development experience in South Florida
- Florida PE license preferred; EI with a clear path to licensure considered
- Demonstrated working knowledge of Miami-Dade and Broward County permitting processes, codes, and agency requirements
- Proficiency in Autodesk Civil 3D is required
- Proven project management experience including staff supervision, budget/schedule control, and client management
- Bilingual English/Spanish preferred
- Strong written and verbal communication skills
- Valid Florida driver’s license

Compensation & Benefits
Salary range: $110,000 – $150,000 per year, commensurate with experience.
