Overview
General Engineer roles within BIS/EA of the Department of Commerce, to be filled in either the Office of National Security Controls or the Office of Nonproliferation and Foreign Policy Controls. Location: Washington, DC (onsite).
Responsibilities
- Apply engineering methods to evaluate Machine Learning systems, including algorithms, data pipelines, evaluation metrics, and technical specifications of computing chips, advanced computers, encryption, cloud services, semiconductor manufacturing equipment, sensors, lasers systems, optics, and AI systems.
- Analyze and process export control license applications and commodity classification requests for items controlled for national security under the EAR; review prior case decisions to support determinations.
- Monitor technology transfer developments and conduct analysis to develop recommendations that strengthen export control policy; propose options to senior officials to resolve complex interagency issues.
- Provide technical guidance and respond to inquiries from internal and external stakeholders, including federal agencies, industry representatives, and the public, using expertise in export control regulations and related technical domains.
- Establish and maintain professional relationships with exporters and manufacturers to provide technical advice on transactions and stay informed of developments in relevant technologies and industries.
Qualifications and Requirements
- U.S. citizenship required.
- Top Secret/SCI clearance required; ability to obtain and maintain the clearance.
- Successful completion of a background investigation; may include a credit check and review of financial history, certain criminal offenses, and illegal drug use.
- Probationary period may be required.
- Selective Service: Males born after 12/31/1959 must be registered or exempt.
- Conditional offer requires completion of Optional Form 306 and certification of information in the application.
- All federal employees must be enrolled in direct deposit for salary payments.

- Specialized experience: At least one year at the GS-12 level, applying engineering to analyze policies related to commodities or technologies in areas such as advanced computing, materials, AI, data privacy and security, and cybersecurity; with cross disciplinary collaboration with engineering and program management. Must be demonstrated in the resume.
